Executive Level 1 ($130,638 - $148,889)
Employment Type
Ongoing & Non-ongoing (for a period of up to 24 months)
This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.
Where a non-ongoing specified term is offered, this would be for a maximum period of two (2) years. If the initial contract is for less than 2 years, it may be extended or renewed once, up to the 2 year limit.
A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.
Flexible Work
At PM&C we recognise the broad benefits of offering flexibility in how, when and where work is performed. We consider flexibility first from a starting position of ‘how can we make this work?’ and consider individual circumstances and operational requirements in making genuine attempts to establish mutually beneficial arrangements. Please reach out to the contact officer if you would like to explore what flexibility might look like for you, such as part time work, variable start and finish times or working from home.
Who we are
The ICT Infrastructure & Cloud section is responsible for delivering reliable, secure, and modern technology services that underpin the Department’s mission. The team manages core ICT capabilities including networking, unified communications, end-user computing, server and storage infrastructure, and data centre operations.
You will join a multidisciplinary group of technical specialists who work collaboratively to deliver high-performing ICT services and support the Department’s digital transformation agenda.
We have a trusted position at the centre of government:
We support the Prime Minister, portfolio ministers and assistant ministers – who are collectively invested in all areas of policy and delivery as leaders of the Australian Government.
We support Cabinet – as the focal point of government decision-making.
We assist our Secretary – who has a stewardship role as Head of the Australian Public Service
What you will do
As the ICT Infrastructure Manager, you will lead a specialised technical team responsible for the design, implementation, and ongoing management of the Department’s critical infrastructure services. You will translate strategic ICT objectives into practical, high-quality technical outcomes and ensure the stability, availability, and performance of the Department’s ICT environment.
Key responsibilities:
Strategic Leadership & Operational Management
Lead, coach, and mentor a team of technical experts to deliver high-quality ICT outcomes.
Oversee lifecycle management of infrastructure assets to ensure security, availability, and scalability.
Drive modernisation initiatives, including cloud-hybrid architectures, in alignment with the Digital Transformation Strategy.
Technical Oversight
Networking & Security: Manage the departmental network to ensure resilience, connectivity, and compliance with PSPF and ISM requirements.
Unified Communications & End User Compute: Deliver stable, modern UC (Email/Teams/Voice) and EUC environments.
Server & Storage: Oversee virtualisation platforms and data centre operations to ensure strong performance and data integrity.
Stakeholder Engagement & Collaboration
Represent the infrastructure function in cross-divisional projects and provide expert technical advice to SES stakeholders.
Manage vendor relationships and undertake procurement activities, ensuring SLA compliance and value for money.
What you will bring
You will demonstrate alignment with the PM&C EL1 Performance Model and bring a balance of strategic thinking, technical depth, and strong leadership capability.
What we’re looking for:
Strategy & Policy
Ability to anticipate emerging technology trends and contribute to long-term ICT planning and the departmental IT Roadmap.
Leadership
Experience building capability, coaching staff, and fostering a high-performing, inclusive, and accountable team culture.
Partnerships
Strong collaboration skills, including experience negotiating with vendors and working closely with cyber security teams to balance usability and security.
Delivery
Proven ability to lead complex technical projects, proactively manage risks, and ensure reliable and cost-effective ICT services.
Technical & Professional Capabilities
Demonstrated experience managing complex ICT infrastructure environments across:
Networking and Firewalls
Virtualisation
End User Compute
Classified Environments
Proven leadership experience, including performance management and building a continuous improvement culture.
Proven ability to manage competing priorities in a high-pressure operational environment
Excellent written and verbal communication skills, with the ability to explain complex concepts to non-technical stakeholders.
Ability to obtain and maintain an NV1 security clearance.
Please note: This position is based in Canberra, ACT, and requires regular onsite attendance.
Eligibility
Under section 22(8) of the Public Service Act 1999, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen by the completion of the recruitment process, except under exceptional circumstances.
The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
