Role Overview
The ICT Project Manager will play a key role in delivering complex and high‑value ICT initiatives within the CIO Division at the Department of Industry, Science and Resources. The role supports the delivery of major ICT projects that enable the Department to deliver national innovation, industry and science outcomes.
Operating at an EL1 equivalent, the Project Manager will lead the planning, delivery and governance of ICT projects in a highly regulated Federal Government environment, working closely with business stakeholders, technical teams, service providers and senior executives.
Key Duties and Responsibilities
The ICT Project Manager will be responsible for:
Project Delivery
Lead end‑to‑end delivery of complex ICT projects, from initiation through to implementation and transition to BAU
Develop and maintain project plans, schedules, budgets, risk registers and benefits tracking
Ensure projects are delivered on time, within scope and budget, and in line with departmental and whole‑of‑government requirements
Stakeholder Engagement
Build and maintain strong relationships with internal stakeholders, executives, delivery partners and external service providers
Engage effectively with cross‑agency collaborators to support shared outcomes
Facilitate clear communication, managing expectations and resolving competing priorities
Governance, Risk and Assurance
Provide effective project governance, reporting and assurance
Identify, manage and escalate risks, issues and dependencies in a timely manner
Prepare high‑quality status reports, briefs and decision papers for senior leadership and governance forums
Delivery Methodology
Apply appropriate project management methodologies including Waterfall, Agile and Hybrid Agile
Tailor delivery approaches to suit project complexity, risk and organisational context
Work collaboratively with cross‑functional teams in agile and hybrid delivery environments
Financial and Resource Management
Manage project budgets, procurement activities and vendor performance
Oversee project resources to ensure a high‑performing, motivated and capable delivery team
Support contract and vendor management in line with Commonwealth procurement policies
Continuous Improvement
Conduct post‑implementation reviews and contribute to continuous improvement practices
Promote best‑practice project management standards and tools
Selection Criteria
Essential
Minimum 5 years’ experience leading complex ICT projects and programs in the Australian Federal Government
Demonstrated ability to build and maintain effective relationships with senior stakeholders, business partners and service providers
Strong experience applying project management frameworks and methodologies, including Waterfall and Hybrid Agile
Excellent communication and negotiation skills, including experience engaging with Departmental Executive
Requirements
Essential Requirements
Tertiary qualifications in Software Engineering, Computer Science or equivalent experience.
10+ years’ experience designing, building and supporting secure web solutions across backend and frontend technologies.
Strong hands‑on experience with:
Modern .NET (8/10) and ASP.NET Web APIs
RESTful API design, versioning, OpenAPI/Swagger, OAuth2/OIDC
React and frontend integration with APIs
Automated testing (unit, integration and UI) using tools such as xUnit, NUnit, Playwright or Selenium
Proven Azure cloud experience, including App Services, Azure Functions, Azure SQL, Service Bus/Event Grid and API Management.
Experience with CI/CD pipelines (Azure DevOps) and production monitoring (e.g. Application Insights).
Strong understanding of API‑led architecture, governance, performance and security patterns.
Demonstrated security mindset, including familiarity with applying ISM controls in design and delivery.
Strong communication skills and the ability to work effectively with distributed teams and diverse stakeholders.
Ability to mentor, collaborate and contribute positively to team outcomes.
Ability to obtain Baseline security clearance.
Desirable Skills and Experience
Strong focus on test automation and quality engineering within CI/CD pipelines, including static analysis.
Experience delivering solutions in multi‑disciplinary Agile teams, adapting approach as requirements and constraints evolve.
Experience with legacy system modernisation and third‑party platforms such as Dynamics 365.
