Job Title: Local Government Specialist 2
The Department of State is seeking a highly skilled Local Government Specialist 2 to join their team. This role will involve overseeing staff and preparing training programs for local governments across New York State.
Duties:
Local Government Training Program: The successful candidate will oversee the preparation and conduct of training in land use planning, regulation, procedure, and general local governance for various organizations.
Technical Assistance: The LGS 2 will assist with fielding assignments and responding to requests for technical assistance from municipal officials, staff, and the public.
Publications & Presentations: The LGS 2 will oversee and participate in drafting support materials and publications for training local officials on statutes and techniques related to land use planning and local governance.
Intra & Inter-Agency Cooperation: The LGS 2 will maintain effective working relationships and communication channels with other divisions, state, regional, and local officials, and municipal membership associations.
Grant Review & Administration: The LGS 2 will coordinate the review of grant applications and administer them as needed.
Requirements:
Seven years of specialized experience in developing and analyzing policy, developing strategies, and implementing programs dealing with local government issues.
An associate degree can substitute for two years of experience; a bachelor's degree can substitute for four years of experience; a master's degree can substitute for five years of experience; and a doctorate can substitute for six years of experience.
Permanent service in this title or one year of permanent competitive or 55 B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.
Preferred Qualifications:
Undergraduate or graduate degree in regional planning or public policy or administration.
Employment with a local government in general administration and management or land use planning and regulation or similar work with local government officials.
