LOOKOUT centres situated within the division, were established in 2016 to address the educational disadvantage of children and young people in out-of-home care (OoHC) and raise the profile of the Out-of-Home Care Education Commitment.

LOOKOUT improves outcomes for children and young people in OoHC through capability building of school staff, leadership teams and stakeholders to understand children's needs and strategies to engage them and their carers to best support their education, strengthening relationships between the service systems (DE, Department of Families, Fairness and Housing and foster care agencies) and improving monitoring & reporting of children in care, ensuring that they can be tracked and identified within the system and prioritised for support.

LOOKOUT Learning Advisors are based in each LOOKOUT Centre to work within the multi-disciplinary team. They focus on improving learning and wellbeing outcomes for students in Out-of-Home Care (OoHC) through building capability of the relevant stakeholders on the implementation of the Partnering Agreement.

support learning and wellbeing of children and young people in OoHC , including meeting and addressing the often-complex needs and barriers to engagement
build high expectations for educational outcomes for children and young people in OoHC and destigmatise OoHC within schools
draw on findings from Educational Need Analysis and develop high quality Individual Education Plans that reflect the needs, strengths and goals for students in OoHC
To challenge decisions to ensure they are in the best interests of the child
To provide time limited advocacy, referral and advice (including to carers) where without this intervention a child would not be connected to then support they need to engage in education.
