Primary objective
To protect the environment through effectively administering the Territory’s environmental legislation, including the Environment
Protection Act 2019 , the Waste Management and Pollution Control Act 1998 , the Water Act 1992, Petroleum (Environment) Regulations
2016 and the Environment Protection (Beverage Containers and Plastic Bags) Act 2011 across a range of activities and industries in
the Northern Territory.
Context statement
The Environment Division in the Department of Environment Parks and Water Security (DEPWS) is responsible for managing the
regulatory framework to reduce impacts of waste and pollution on the Territory’s environment, and to support the Northern
Territory Environment Protection Authority (NT EPA) in performing its statutory functions.
This role is required to step into existing Manager Environmental Operations roles to cover periods of leave.
Key duties and responsibilities
1. Lead a team to administer the Territory’s environmental legislation in line with the NT EPA’s Statement of Intent, and
Environment Division’s Business Plan and Compliance and Enforcement Policy.
2. Manage, develop and allocate staff and resources, including budget, to deliver environmental assessment or compliance and
enforcement functions.
3. Oversee the delivery of environmental and scientific advice to the NT EPA, government, industry and the public.
4. Prepare, review and coordinate briefings, reports and other material on environmental matters within statutory timeframes.
5. Prepare, review and coordinate development of supporting documentation including environmental guidelines, codes of
practice, procedures and fact sheets relating to environmental assessment and regulation.
6. Cultivate and maintain relationships with other teams, divisions, key stakeholders and industry.
Selection criteria
Essential
1. A degree relevant to one or more of the following disciplines: chemical, physical, geological, hydrological, environmental and
biological sciences, engineering, law, forensic science or auditing or equivalent.
2. Comprehensive knowledge of and experience in the management and regulation of environmental issues within the context
of existing legislation and policies.
3. Experience in managing individual and team performance by effective allocation of resources, feedback and
mentoring/developing staff.
4. Highly developed and accurate oral, written and interpersonal communication skills, including effective negotiation skills.
5. Demonstrated ability to apply sound judgement and provide strategic advice on complex and contentious issues.
6. Proven significant experience in one or more of the following: environmental assessment, environmental management (e.g. air,
water, contaminated land, waste), environmental auditing, environmental compliance and enforcement, regulatory
investigations or development of regulatory instruments or guidance material.
7. An understanding of Work Health and Safety matters or the ability to acquire knowledge within a short period.
8. Capacity to work outside of normal work hours, including regional and remote travel, and holding a drivers licence.
Desirable
1. Certificate IV in Government (Investigations) or similar and experience in all aspects of regulatory investigations.
2. Experience implementing government regulation in a relevant industry, such as mining, petroleum, waste or process industries.
