NON-UNION
The Manager of Executive Recruitment & Sourcing partners with leaders throughout Cook County Health (CCH) to develop and implement strategic talent sourcing and recruitment strategies for executive, director, physicians, and hard to fill positions. Manages and cultivates relationships with external partners to build strong talent networks to attract and hire key senior level and clinical talent.
GENERAL ADMINISTRATIVE RESPONSIBILITIES
Collective Bargaining
Review applicable Collective Bargaining Agreements and consult with Labor Relations to generate management proposals
Participate in collective bargaining negotiations, caucus discussions and working meetings
Discipline
Document, recommend and effectuate discipline at all levels
Work closely with labor relations and/or labor counsel to effectuate and enforce applicable collective Bargaining Agreements
Initiate, authorize and complete disciplinary action pursuant to CCH system rules, policies, procedures and provision of applicable collective bargaining agreements
Supervision
Direct and effectuate CCH management policies and practices
Access and proficiently navigate CCH records system to obtain and review information necessary to execute provisions of applicable collective bargaining agreements
Management
Contribute to the management of CCH staff and CCH’ systemic development and success
Discuss and develop CCH system policies and procedures
Consistently use independent judgment to identify operational staffing issues and needs and perform the following functions as necessary; hire, transfer, suspend, layoff, recall, promote, discharge, assign, direct or discipline employees pursuant to applicable Collective Bargaining Agreements
Work with Labor Relations to discern past practice when necessary
TYPICAL DUTIES
Manages a portfolio of talent searches and delivers against recruiting goals
Designs and executes talent acquisition strategies for executive, director, physician, and other hard-to-fill roles, leveraging diverse sourcing techniques and best practices to build strong candidate pipelines and ensure timely placement
Identifies and develops appropriate sourcing and social media recruiting efforts in compliance with all CCH policies and the Employment Plan. Utilizes social media platforms to increase visibility for CCH as an employer of choice
Devises new and innovative approaches to recruitment outreach for leadership
Collaborates with Hiring Managers and departmental Leadership to assess current and future workforce needs
Researches, sources, and cultivates relationships with prospective leadership candidates through targeted outreach, passive search strategies, industry networking and external talent sources to support current and future hiring needs
Assesses candidates against specific functional requirements, leadership and communication styles through career history, behavioral and competency-based interviewing
Manages the Direct Appointment process identifying opportunities to continuously improve and streamline workflow.
Builds and creates data, analyzes statistics, and identifies recruiting trends
Organizes and represents CCH at on-site and off-site career fairs and community events to promote employer brand and attract talent
Works with talent management team on recruitment efforts ensuring compliance with the Employment Plan
Performs other duties as assigned
This position is exempt from Career Service under the CCH Personnel Rules.
MINIMUM QUALIFICATIONS
Bachelor’s degree from an accredited college or university is required (Official transcripts are required at time of interview)
At least five (5) years of experience in human resources, talent acquisition, or workforce planning is required
Three (3) years of experience sourcing and recruiting talent is required
At least one (1) year of experience managing executive and senior management level placement and/or physician recruitment is required
Proficiency in using Microsoft Office Word, Excel, and PowerPoint is required
PREFERRED QUALIFICATIONS
Bachelor’s degree or higher from an accredited college or university in Human Resources, Business Administration, Industrial/Organizational Development, Marketing or related field, is preferred
Prior experience recruiting executive talent in healthcare is preferred
Prior experience working in a union environment is preferred
KNOWLEDGE, SKILLS, ABILITIES, AND OTHER CHARACTERISTICS
Excellent verbal and written communication skills necessary to communicate with all levels of staff and a patient population composed of diverse cultures and age groups
Strong knowledge and experience with Microsoft Office Excel, Word, and PowerPoint
Excellent analytical, critical thinking, negotiation, problem-solving, organization and time management skills
Skill in interpreting employment policies and procedures as determined by the County and as set forth in the Employment Plan and collective bargaining agreements
Strong project management skills
Ability to initiate, build, and manage cohesive partnerships and professional relationships both internally and externally
Ability to identify process improvements and make sound recommendations and implement same
Ability to build constructive and collaborate business relationships across cultures and organization levels
Works to meet deadlines; flexibility and adaptability in performing work duties
PHYSICAL AND ENVIRONMENTAL DEMANDS
This position is functioning within a healthcare environment. The incumbent is responsible for adherence to all hospital and department specific safety requirements. This includes but is not limited to the following policies and procedures: complying with Personal Protective Equipment requirements, hand washing and sanitizing practices, complying with department specific engineering and work practice controls and any other work area safety precautions as specified by hospital wide policy and departmental procedures.
