About the Branch
The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency’s compliance with legislation, policies, and guidelines as a non-corporate Commonwealth entity.

The branch complements the scheme-focus of other agency divisions by facilitating stakeholder engagement and communications. In addition, the branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, security, property management and human resource management.

About the Section
The Planning, Performance and Parliamentary section (PPP) has a complementary program of work that is focused on supporting the senior executive and Board in meeting many of the agency’s external accountabilities as an APS body.

The PPP section is responsible for the following:

Guiding senior executive and the Board in their development of the agency’s forward looking four-year Corporate Plan and Key Performance Indicators.
Collating, drafting and publishing the agency’s Annual Report and associated Annual Performance Statement.
Ensuring the agency’s independent Audit Committee is well positioned to meet it requirement to assure the Accountable Authority of the integrity and completeness of the agency’s planning, performance monitoring and reporting functions under the Public Governance, Performance and Accountability Act 2013.
Facilitating and recording all documents transmitted between the agency, portfolio department, Ministerial Office and/or the Minister(s).
Ensuring that the agency’s business continuity policies, supporting documents, and processes are relevant, practical, well-understood, and easily accessible.
Undertaking ad-hoc reporting, drafting or engagement as required by evolving business needs or government requirements.
Supporting and growing professional collaboration between the corporate branch and business areas, and across the agency.
Much of the work of the section is time-bound by legislation, iterative in nature (i.e. it requires multiple decision-making points), and strategic in content. As such it relies on diligence in building and maintaining trusted and respectful relationships with senior executive, the Board and Audit committee, and other key stakeholders across the branch and agency.

Role Responsibilities and Duties
The Executive Level 2 Manager – Planning Performance and Parliamentary duties include, but are not limited to:

Leading and managing a high performing team who understand the role the section has to play in:
shaping the agency’s strategies to align with government objectives and future requirements; and
supporting the agency to achieve its legislated outcomes, meet its Parliamentary obligations and build its reputation.
Working collaboratively across the branch and agency as a whole to foster responsiveness to business needs in the delivery of corporate responsibilities and generate an environment of information sharing.
Ensuring the agency’s independent Audit Committee is well positioned to meet it requirement to assure the Accountable Authority of the integrity and completeness of the agency’s planning, performance monitoring and reporting functions under the Public Governance, Performance and Accountability Act 2013.
Managing the agency’s strategic and operational performance reporting which includes the development and review of the agency Key Performance Indicator Framework and performance targets, the coordination and preparation of Board and management performance reports and decision papers, and the preparation of the agency’s annual performance statement and Annual Report. This work also includes reporting the agency’s compliance with the Public Governance, Performance and Accountability Act 2013.
Facilitating the agency’s strategic and operational business planning processes including agency input to the Portfolio Budget Statement, Corporate Plan and Annual Plan and the provision of planning guidance, advice and templates for the completion of divisional, branch and section business plans.
Managing the parliamentary functions of the agency which include Ministerial briefs and correspondence and the agency's portfolio coordination activities, including the preparation for senate estimates hearings, managing Questions on Notice and liaison with the portfolio department and Ministerial Office.
Maintaining and managing the agency’s Business Continuity Framework.
Knowledge, Skills and Attributes
This position is suitable for a candidate with experience in planning and performance reporting in the Australian Public Service environment or equivalent. An understanding of parliamentary process would be desirable.
The candidate should have strong management and analytical skills with an ability to interpret organisational objectives. The ability to effectively engage with the senior executive including with a Board/Audit Committees essential. Strong communication skills with a client service focus is also required.
Relevant tertiary qualifications are desirable.
