Manager Strategic Pipeline

Location – Parramatta, hybrid working 50% Office
Employment type – Temporary opportunity until 30 June 2026
Salary – Grade 11/12 $145,378 - $168,130 plus superannuation contribution

Your role

As the Manager Strategic Pipeline, you will lead the identification, prioritisation, and development of a sustainable housing pipeline that aligns with Homes NSW’s strategic objectives through the use of desktop analysis tools and GIS-integrated systems.

This role is central to shaping a fit-for-purpose portfolio through evidence-based modelling, scenario analysis, and collaboration with internal and external stakeholders. It ensures the delivery of scalable, integrated tools and processes that support timely decision-making and the generation of new housing supply opportunities.

What you’ll do
Lead and manage the strategic analysis of Homes NSW’s asset portfolio to create a pipeline of projects for new construction and other programs.
Utilise desktop analysis tools and GIS-integrated systems to support strategic decision-making and scenario testing.
Collaborate across Homes NSW (and in particular with the Origination team and the Portfolio Management Office) to align pipeline direction with delivery capacity and policy settings.
Oversee the integration of relocation, acquisition, development, maintenance and sales data to inform portfolio strategy and reporting.
Provide advice to executive leadership on pipeline targets, risks, and opportunities, including long-term scenario modelling.
Drive standardisation of processes and reporting across the portfolio lifecycle to improve efficiency and transparency.

What we’re looking for
Degree qualification in Urban Planning, or Property Development, or Geography, or Engineering or equivalent experience and/or other qualification.
Proficiency in using data insights, scenario modelling, and GIS tools to inform strategic planning.
Experience leading or contributing to the development of scalable tools, dashboards, and integrated systems (e.g. OneSystem, GIS, AI-based modelling).
Ability to interpret and integrate data from multiple sources into actionable strategies.
Proven ability to collaborate across multidisciplinary teams and with external stakeholders.
Skilled in navigating complex governance structures and aligning diverse interests.
Strong knowledge of NSW planning legislation, housing policy, and statutory obligations relevant to public housing development.
