Emergency Management Victoria (EMV) is seeking a Manager, Strategy and Reporting, to provide a critical role within Recovery Program Coordination and Delivery.
About the Business Unit
Within the Department of Justice and Community Safety, EMV is responsible for the overall coordination of the emergency management system in Victoria. EMV drives the integration of policy, strategy, operational coordination, and planning across Victoria's emergency management sector, contributing to safer, more resilient communities.
EMV works closely with government and agencies across the emergency management portfolio. The organisation is led by the Deputy Secretary/ Chief Executive and Emergency Management Commissioner, Emergency Management Victoria and includes oversight of statutory entities and offices and the department's emergency management accountabilities.
Relief and Recovery Division
The Relief and Recovery Division provides strategic leadership for whole-of-government relief and recovery activities, as well as Aboriginal culture and healing. It supports locally led relief and recovery efforts to assist councils and ensure that community remains at the heart of government action. The division promotes a culture aligned with the Victorian Government's commitment to community-led recovery and fostering community resilience.
The division is responsible for the operational coordination of state and regional relief and recovery efforts for all emergencies, helping communities rebuild better and emerge stronger. It works directly with impacted communities, all levels of government, agencies, and industry to coordinate effective and timely support needed for recovery after major emergencies.
Recovery Program Coordination and Delivery Branch
The Recovery Programs, Coordination and Delivery branch is responsible for designing and implementing programs that address specific recovery needs following major emergencies. This includes delivering high-profile programs such as state-led clean-up initiatives, the 1800 Recovery Hotline, and other recovery efforts of state significance.
The branch also oversees ongoing program communications and ensures effective engagement with communities and stakeholders impacted by emergencies. Key activities include contract management of contractors, managing direct resident communications, promoting programs, providing high-quality information and briefings, facilitating program registration, and management of risks and issues.
About the Role
The Manager, Strategy and Reporting plays a key role in ensuring the branch continues to run smoothly, including through oversight, management and coordination of program reporting, monitoring and evaluation, Ministerial and stakeholder briefings and correspondence, and strategic, governance and financial oversight. Assisting the Director, Recovery Programs, this role reports on activities of all programs, maintains appropriate governance and evaluation, and develops a range of written reports and briefs for high level government stakeholders.
Some of your duties will include:
Provide senior level support to the Director, Recovery Programs to ensure the branch achieves its priorities.
Lead coordination and alignment of data and reporting for all Recovery Programs Coordination and Delivery programs with key internal and external stakeholders.
Develop and amend business rules and policies to support a streamlined data reporting function.

About you
To be successful in this role, you will have:
Proven experience in management, collection and analysis of complex data and turning data into insights that drive immediate and/or future decision making.
Exceptional written communication and experience with preparation of government briefings and reports at a senior level.
A strong understanding of the processes and levers that apply to Government.
Experience in disaster recovery is desirable.
