We're looking for a strategic thinker and delivery focused leader to take a lead role in developing our VPS departmental workforce strategy in this two year fixed term position. This is a high-impact role at the centre of shaping capability, driving transformation, and ensuring we have the workforce we need, now and into the future.
Reporting to the Director Employee Learning and Inclusion, you'll turn strategy into action using data, insight and organisational design expertise to deliver meaningful, enterprise-wide outcomes.
What you'll do
Lead workforce strategy
Design and deliver a contemporary workforce planning approach aligned to organisational priorities.
Turn strategy into action
Translate strategy into practical programs, initiatives and implementation plans that drive real change.
Drive transformation
Lead key workforce initiatives that improve capability, sustainability and performance across the organisation.
Leverage data and insights
Use workforce analytics to identify trends, risks and opportunities and provide clear, evidence-based advice to leaders.
Shape organisational design
Provide expert guidance on structures, roles and future capability needs to support growth and transformation.
Influence at the highest levels
Partner with executives and senior stakeholders to embed strategic workforce thinking across the organisation.
Lead with impact
Help lead projects and multidisciplinary teams, fostering a collaborative, high-performing culture.

Deep expertise in workforce planning, analytics and organisational design
Strong grounding in organisational psychology and change delivery
Proven ability to translate strategy into execution
Confidence working with senior executives and influencing decision-making
A data-driven mindset with the ability to turn insights into action
About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
