The ACT Government is seeking expressions of interest for members of the Board of Inquiry (BOI) being established to inquire into systemic issues in relation to Aboriginal and Torres Strait Islander deaths in custody at the Alexander Maconochie Centre.

Read advice from the Aboriginal and Torres Strait Islander community advisory committee established to advise the ACT Government on the development of the BOI.

The BOI is expected to operate between 2026 and 2027 however the terms of reference, budget and timeframe of the BOI are not yet finalised.

Board responsibilities
The BOI is to be conducted in accordance with the Inquiries Act 1991 and the terms of reference that will be finalised as part of the instrument of appointment.

The board may appoint legal counsel to assist in the inquiry and public servants will be delegated to provide secretariat services under the direction of the board.

As the matters to be considered will have a significant impact on Aboriginal and Torres Strait Islander people, without limiting the power of the board to determine the conduct of the inquiry, the Board should have regard to advice from ACT Aboriginal and Torres Strait Islander community representatives, groups or organisations on conducting a trauma-informed and culturally sensitive Inquiry.

Desirable skills and experience
It is not a requirement to be able to demonstrate all desirable skills and experiences, however expressions of interest will be assessed against the following criteria:

Experience in complex inquiries, reviews, or similar.
Qualifications in law, human rights, health, mental health or related fields.
Experience working in corrections or supporting people in a custodial setting, particularly Aboriginal and Torres Strait Islander people, people with medical or mental health issues, a disability (including cognitive impairment and neurodivergence) and/or who struggle with substance misuse.
Understanding of Aboriginal and Torres Strait justice issues, including awareness of issues impacting Aboriginal and Torres Strait Islander peoples and communities.
Experience in, or a strong commitment to, delivering culturally safe and trauma informed practice, particularly when engaging with Aboriginal and Torres Strait Islander peoples and communities.
Demonstrated Aboriginal and Torres Strait Islander lived experience with the ability to provide cultural insights and guidance on how governments can improve outcomes for Aboriginal and Torres Strait Islander peoples and community, or the ability to perform the role informed by those with lived experience.

Terms and conditions of appointment
Appointment to the board will be made in accordance with Part 19.3 of the Legislation Act 2001.

The terms and conditions of the appointment in relation to matters not provided for by the Inquiries Act 1991, including remuneration and other obligations will be determined in writing.

The remuneration level will be agreed based on qualifications and experience.

A Declaration of Private Interests form must be completed by candidates prior to appointment.

Full-time and part-time members will be considered.

In accordance with the Inquires Act 1991, the Executive may appoint one or more people as a board of inquiry, and if a board is constituted by two or more people, the Executive must appoint one of those people to be the chairperson.

your preference for chair or a member of the board
your preference for a full-time or part-time appointment
any potential for perceived or actual conflicts of interest
any other considerations
Expressions of interest must be emailed to BOI.AMC@act.gov.au by 11:59 pm on 8 May 2026.
