Duties & Responsibilities
Purpose of Position:
This class of positions encompasses professional and/or supervisory work of varying degrees of difficulty in the practice of mental health counseling. Acts in compliance with applicable local, state, and federal rules and regulations and mental health standards of care. All personnel perform related work.
Under general supervision, with very broad latitude for independent judgment and decision making, performs highly difficult and responsible professional and supervisory work in the mental health discipline.
Essential Duties and Responsibilities:
At a higher level, performs the duties of Assignment Level I:
1. Provides mental health counseling and psycho-education services to clients with less complex cases.
2. Participates in the interviewing and case history taking process by utilizing appropriate assessment and screening tools.
3. Consults with relevant mental health professionals regarding the diagnoses, prognoses, and recommendations for disposition on individual cases; contributes to the formulation of client comprehensive treatment plans.
4. Coordinates with appropriate personnel and/or departments to counsel and assist clients with the completion of applications and documentation for educational, vocational, and entitlement programs.
5. Acts as a resource to clients seeking additional support on a variety of available services within the health care setting and the community.
6. Prepares and maintains accurate and complete records and files of patient contact information, which includes consumer interactions, clinical case histories, phone contacts, agency interactions, and other related information.
7. Participates in appropriate internal and/or external training conferences.
8. May participate in treatment programs assisting other personnel and/or departments in providing counseling/therapeutic services.
9. May be assigned to coordinate and supervise the activities of support staff in related areas.
10. May be assigned to assist in the instruction and supervision of volunteers, interns, and students in the area of mental health counseling, as appropriate.
At a higher level, also performs the duties of Assignment Level II:
1. Provides counseling and consultation services for individual cases that require more in-depth knowledge of mental health counseling principles and techniques.
2. Provides counseling and support services on behavioral health issues to clients within medical services.
3. May provide direct supervision for mental health counselors assigned at Level I.
4. May represent the department at conferences, workshops, hospital or community functions; reports actions and findings to department.
5. May develop and conduct departmental training programs to introduce new developments and techniques within the mental health counseling discipline.
In addition to performing the duties of Assignment Levels I and II at a higher level, as described above, also performs the following:
1. In collaboration with mental health leadership, coordinates and implements counseling programs for an assigned area of a health care setting. Monitors and guides mental health counselors assigned at Levels I and II in the establishment and provision of these programs.
2. Provides supervision for mental health counselors assigned at Level I, practicing under a limited permit.
3. Assigns appropriate supervisory responsibilities to mental health counselors assigned at Level II.
4. Assesses individual performance competencies for mental health counselors assigned to Levels I and II, and arranges staff development opportunities based on assessment outcomes.
5. Facilitates the participation of consumers of mental health services within assigned area.
6. Acts as a liaison between the health care setting and community agencies or programs.
Minimum Qualifications
Assignment Level II
1. Valid license and current registration to practice as a Mental Health Counselor issued by the NYSED and two (2) years of full-time, paid, professional experience providing direct client care in a behavioral health setting.
