To be eligible for this role, you must have or be eligible to obtain a Government of Canada Reliability Status Screening (Canadian Citizen or Permanent Resident AND have resided in Canada for the last 5 consecutive years).
The Manager, Proposal Writing Centre of Excellence (CoE) is a strategic content leader who shapes how our story is told in the market. This role will lead a new centralized proposal writing and editing team, building a high-impact content engine that helps us compete, differentiate, and win at scale.
You’ll turn business strategy into reusable content for persuasive, compliant, and compelling proposals, all while building a strong team and pushing the adoption of AI-enabled writing practices that raise the bar on speed, consistency, and quality.

Job Responsibilities
Content Governance & Quality
Own proposal writing standards, templates, boilerplates, and reusable narratives.
Govern the Responsive content library, including structure, version control, and review cycles.
Establish and enforce quality control checkpoints across all proposal narratives.
Ensure all content aligns with branding, messaging, and compliance requirements.
People Leadership & Capability
Lead, coach, and develop a team of Proposal Writers and Editors.
Providesenior editorial guidance on complex or high-priority bids.
Drive writing excellence through coaching, training, and best practices.
Content Strategy & Innovation
Translate capture and BD strategy into scalable, reusable content assets.
Identifycontent gaps and opportunities for narrative innovation.
Lead adoption of AI tools and writing automation to improve quality and efficiency.
Proposal Support & Enablement
Allocate writing and editing resources in partnership with Proposal Managers.
Provide surge support and quality oversight during peak proposal periods.
Support proposal teams with high-quality drafting, reviews, and editorial guidance.
Experience & Education
Must-Have
Experience in proposal writing, editing, or content management in a high-volume environment.
Provenexpertisein persuasive writing and storytelling.
People leadership experience within content-driven teams.
Hands-on experience with proposal automation tools (e.g., Responsive) and AI-enabled writing platforms.
Strong collaboration skills across BD, Capture, and SME teams.
Nice-to-Have
Experience in professional services or staffing environments.
Experience supporting public sector proposals or marketing initiatives.
Exposure to CRM, marketing automation, or ATS platforms.
Bilingual in French and English
Salary: $80,000 - $87,000
