Financial Inclusion and Financial Resilience Project – i3 Access Community of Practice (COP):
ACCESS is initiating a project that involves setting up a Community for Financial Health (CFH), an action platform to bring together the ecosystem to build its knowledge and directive actions on the subject of Financial Health.
The two key deliverables of the programme are as below:
Measurement of Financial Inclusion and Financial Resilience for different population segments in partnerships.
Setting Global Data Hub on Financial Health
Duties and Responsibilities
Ensure the implementation of i3-Access – Financial Health Monitoring, Evaluation and Learning agenda:
Lead on the gathering of insights and learnings from i3-Access interventions in different markets or segment groups to identify best practices and inform programming and research addressing financial health of low and moderate income segments;
Apply monitoring tools for all i3-Access interventions (results chains, project KPIs, data collection plans) and lead the roll out of the implementation (field visits, key informant interviews, review and validation of partner reporting, project closing, etc.) to contribute to learning agenda;
Design and implement quantitative and qualitative research to identify learnings, inform market engagements and capture results and impact.
Provide advisory to a selected number of partners to ensure delivery and achievement of targets:
Contribute to manage the i3-Access active partners in the current portfolio (banks, fintech, platform players, MFIs, others) by supporting them in the delivering expected results throughout the project (specially through research and data advisory);
Ensure timely reporting of results to inform the M&E exercise at portfolio level and assist partners in identifying strengths and weaknesses to improve their performance;
Contribute to the positioning of i3-Access in leading the financial innovation efforts by supporting partners in building the business case on financial health and resilience;
Support partners to identify critical Key Performance Indicators (KPIs) and drive analysis and understanding of customer behavior;
Support the collection, review and analysis of partner reporting.
Contribute to the development of the FH community of practice (CoP) with key stakeholders:
Conduct research on the state of the financial health using primary and secondary data sources;
Coordinate knowledge dissemination for private sector (e.g. financial service providers (FSPs), telcos, SMEs) and public sector stakeholders (e.g. Central Bank and regulators) in data analytics, usage and monitoring;
Research and analysis on (digital) financial inclusion, financial health and other relevant topics is coordinated and implemented and findings are shared with relevant stakeholders;
Contribute to the design and execution of knowledge sharing events to position i3-Access as leader in the financial health and resilience and digital space as well as inform key stakeholders of the sector;
Contribute to proposals development and ensure that Monitoring, Evaluation and Learning frameworks are aligned to donors’ priorities.
Ensures facilitation of knowledge sharing in the area of MEL, focusing on achievement of the following results:
Identification and formulation of evaluation findings, lessons learned and recommendations to be integrated into broader knowledge management efforts;
Develop knowledge and learning documents, resulting in stronger messages and increased to i3-Access visibility and thought leadership in the financial health and digital economy, in line with communication and knowledge policies, rules and procedures;
Collaboration and coordination with other government agencies, NGOs, and other organizations on monitoring and evaluation issues;
Use key learnings to inform i3-Access fundraising strategy;
Review and contribute to donor reporting and knowledge products to share programme results and learnings;
Train other team members and partners on Monitoring, Evaluation and Learning standards, processes, and tools.
Ensures effective management of the MEL process:
Substantive inputs into Terms of Reference (TOR), consultant and evaluation team selection, technical feedback on evaluations and budget oversight;
Provision of the technical advice at the design stage of programmes/projects setting up a framework with defined indicators at the design stage to facilitate the evaluation at the later stages;
Timely preparation of sound analytical documents.
Institutional Arrangement
The MEL Specialist will report to the Lead FH Digital Hub and Overall Program Head. The MEL specialist would be working singe handily to begin with and will work closely to set up a team over-time that can continue working on the financial health agenda for i3-Access.
Required Skills and Experience
Education:
Master’s degree in economics, finance, public/business administration, social sciences, technology, or a related discipline;
Experience:
5 years (with Master's degree) of progressively responsible experience in delivering projects at national/international level around financial services, digital inclusion, or related field with a project management role;
Three years of work experience in designing and learning and insights development, and/or monitoring and evaluation in international organizations or projects with international donors;
Excellent knowledge of project management cycle (PMC) principles, from design to evaluation with proven professional experience;
Strong skills in providing technical assistance and oversight to implementing partners in delivering activities around digital inclusion and digital financial services (DFS);
Demonstrated experience in developing and implementing result measurement/insight gathering systems and research in the field of impact investment, Women Economic Empowerment, SME finance, and/or (digital) financial inclusion;
Strong skills in designing and implementing quantitative and qualitative research in the context of inclusive development;
Excellent skills in communication and writing with proven experience in international settings;
Excellent skills in Excel and other programs to assess monitoring results such as Power BI;
Experience building and maintaining relationships with a variety of stakeholders from the financial sector.

Work arrangements:
● The candidate will work on full-time office based and would be based in NCR, India or in specific case remote working would be allowed.
● Candidate are expected to use their own computer/laptop
Duration of the assignment:
● 6 months immediately and with extension on full-year basis based on performance
Compensation:
● The remuneration for this position is commensurate with industry standards and will be determined based upon experience of the candidate.
