Are you looking for a high profile and dynamic role, which will bring you in contact with a wide range of stakeholders including members of the public, elected officials and the press?
To help us deliver our responsibilities, we are seeking a qualified and experienced individual to fill a Network Manager (South) role within the Network Maintenance team.
Based in the Roads Directorate of Transport Scotland, you will be working with a variety of experts across a range of specialisms to develop and manage a consistent approach to project/contract management and customer engagement across Network Maintenance and the Roads Directorate and, in doing so, help Transport Scotland maintain its position as a leading network maintainer.
As the Network Manager (South), you will be responsible for leading teams of professional engineers who oversee our Operating Company Contracts in the two south maintenance units. You will also be responsible for the delivery of an annual budget of approximately £200M.
Transport Professional Pay Supplement
This post attracts a £5,000 pay supplement (pro rata). Pay supplements are temporary payments designed to address recruitment and retention issues caused by market pressures and are subject to regular review.
Responsibilities
• You will be responsible for the management of the two south units Trunk Road Operating Company Contracts to ensure consistent and high quality maintenance of the trunk road network and an excellent customer service.
• Work with and give direction to the independent Performance Audit Group (PAG) to ensure that they effectively monitor, report and advise on the performance of the Operating Companies. This will involve the post holder chairing monthly, quarterly, and annual management meetings, as well as ad-hoc meetings, as necessary.
• Financial management of the Operating Company Contracts to ensure that spend delivered to allocated budgets represents best value. Key to this will be further embedding asset management best practice in your team to ensure programmes of work focus on areas of most need.
• You will contribute at a management level to ensure that a consistent approach to project management, financial management, risk management and procurement is developed and adopted across Network Maintenance.
• Network Maintenance deals with a considerable volume of complex correspondence, enquiries and briefing. You will be responsible for the management and development of consistent communication for your area, supporting Ministers as required and explaining our work to a wide range of stakeholders, particularly road users to maintain a customer focus.
• You will be responsible for teams of Chartered Civil Engineers who will support you in the day-to-day management of your duties, including the development and conclusion of 3rd party developer agreements (to undertake works on trunk roads as part of developers’ consented planning applications).
• Assist in the resolution of commercial, contractual and measurement issues as well as leading on a number of policy development initiatives required for the delivery of these contracts.
• Management and continued development of processes to ensure that Scottish Ministers deliver their duties in connection with their obligations in the Transport Scotland Act and New Roads and Street Works Act 1++1.
• You will be required to assist with Transport Scotland’s Vulnerable Locations Operations Group (VLOG) programme and deliver our adaptation ambitions to make the trunk road network more resilient to the impacts of climate change.
