Primary objective
Ensure compliance with the Planning Act 1999 and Planning Schemes by conducting comprehensive compliance and
enforcement inspections, investigating complaints, and providing expert advice to developers, the public, and key
stakeholders.
Undertake investigations into potential breaches, offering impartial recommendations and clear, accurate reports on findings.
Prepare detailed briefs of evidence, reports, and correspondence in accordance with organisational standards.
Represent the organisation as a subject matter expert in legal proceedings, providing robust evidence and testimony to
support informed decision-making processes.

Key duties and responsibilities
1. Receive, register, document, and assess complaints regarding potential violations of the Planning Act 1999.
2. Conduct inspections and investigations to identify breaches of planning controls, provide advice and compile evidence.
3. Prepare timely, clear, and thorough reports and correspondence related to enforcement and compliance matters,

ensuring adherence to unit procedures and organisational standards.
4. Collaborate with the Manager Compliance and Enforcement to develop prosecution actions, provide evidence in legal

proceedings, and represent the organisation before the Development Consent Authority as required.

Selection criteria
Essential
1. Demonstrated experience in conducting regulatory investigations, evidence gathering, preparing prosecution briefs and

participation in prosecutions, with an understanding of corporate governance, legal principles, such as procedural fairness
and risk management.

2. Demonstrated ability to interpret and apply complex legislative frameworks, policies and procedures and exercise
statutory responsibilities as delegated.

3. Demonstrated high level interpersonal skills and the ability to engage with persons from a broad range of backgrounds
with proven experience exercising initiative, discretion, negotiation and problem solving to resolve issues.

4. Demonstrated high level written communication skills, facilitating clear and concise documentation, including ministerial
briefs, correspondence and briefs of evidence as well as superior oral communication skills.

5. Experience working at a high level of autonomy, accountability and managing pressure and competing priorities.
6. Current Northern Territory Drivers Licence.

Desirable
1. Working knowledge of planning legislation and development processes in the Northern Territory.
2. Experience in the use of land information systems (ILIS) and online records management systems (TRM).
3. Certificate IV in Government (Investigations) or similar.
