General Statement of Duties
The Volunteers in Policing (VIP) Program Manager plans, develops, and manages volunteer program operations for the Eugene Police Department (EPD). Reviews and evaluates program operations and functions as in-house consultant for all volunteer management issues. Recruits, screens, selects, and trains volunteers assigned to a variety of areas in the department. Works with department managers and supervisors to maintain effective volunteer engagement and to develop new volunteer programs and services.

The VIP Program partners citizens and police in support of EPD's crime prevention and community policing efforts. Volunteers serve in nearly every unit in the department, in assignments such as the Community Patrol Team, Cold Case Squad, Subpoena Service Team, Image Retrieval Team, and Squad Car Maintenance Team. In 2026, 58 EPD volunteers contributed over 13,000 hours of service.

Examples of Duties Performed - Duties may include but are not limited to the following
Manage, develop, and supervise the Volunteers in Policing (VIP) Program in accordance with departmental goals, objectives, services and needs.
Provide in-house consultation for all volunteer management issues.
Recruit, interview, complete background investigations, select and orient volunteers. Train, evaluate, recognize and terminate volunteers. Maintain a volunteer management database and centralized volunteer personnel files.
Build commitment, capacity and competency for employees who interface with volunteers; train, consult with and problem solve for supervisors of volunteers; work with staff and volunteers to correct deficiencies; and conduct volunteer performance evaluations.
Develop the program to enable the department to have strong and effective volunteer engagement. Advise staff of existing programs and confer with them to determine the need for new volunteer programs and services; develop, champion and drive program initiatives; research and develop resources to facilitate the delivery of services and programs.
Evaluate and coordinate the department’s utilization of volunteer services on an on-going basis to determine the effectiveness and impact of the program.
Participate in budget preparation and administration; prepare cost estimates for budget recommendations including justifications; and monitor and control expenditures.
Research grant opportunities, write grant applications, ensure compliance with grant reporting requirements; serve as department liaison with granting agency.
Analyze, review and recommend action on proposed and approved legislation and regulations.
Facilitate the implementation of new volunteer staffed initiatives. Monitor and evaluate volunteer participation and performance to ensure volunteer satisfaction and customer service.
Utilize exit interviews and conduct studies and surveys to analyze and improve volunteer retention.
Recommend improvements and modifications to program operations and activities; analyze program data; and prepare various reports.
Lead outreach efforts to inform the community of volunteer services and activities through presentations, staffing booths at events, writing newsletter articles and engaging the media such as participating in interviews.
Write and distribute promotional material, articles, pamphlets, and brochures.
Develop and implement operational policies, procedures, goals and objectives for the volunteer program in accordance with legal and financial regulations; interpret departmental policy and procedure.
Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
Represent the department to other city departments, committees, and community groups to promote and cultivate interest in the volunteer program. Serve on committees and task teams; keep current on volunteer program administration through participation in trainings and conferences; and participate in volunteer professional groups.
Supervises administrative staff, individual volunteers and volunteer teams.
Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends and administers disciplinary actions; handles sensitive personnel matters and recommends grievance responses; exercises full supervision over employees.
Ensures division implementation of and adherence to the City’s Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division-wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
Performs related duties as assigned.

Minimum Qualifications
Experience
Three years of progressively responsible administrative paraprofessional experience in volunteer or related program area, including one year of program management or leadwork/supervisory responsibilities.
Experience in a law enforcement environment is desirable.

Education
Bachelor’s degree in human resources, criminal justice administration, office management, business, or a closely related field.

Background
Must pass a police background investigation.

License
Valid Oregon driver’s license(or, the ability to obtain by date of hire); must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).

Principles and practices of budget preparation and administration. Principles of supervision, training and performance evaluation.
Strategic planning methods with an emphasis on services related to volunteer programs and fundraising. Public purchasing and contracting laws and regulations.

Establish and maintain positive and effective working relationships with volunteers, coworkers, supervisory personnel, the public and outside agencies.
Learn applicable laws, regulations, liabilities and related issues concerning volunteers. Develop and deliver training.
Effectively market programs and services.
Evaluate and monitor VIP Program risks and liability.

Working Conditions
Positions involve light physical work, including walking, standing, stooping, occasional carrying and lifting lightweight materials typically under 20 pounds. Regular focus on a computer screen; requires visual acuity and depth perception to recognize words and numbers; hand/eye coordination to use a computer keyboard and common office equipment. Daily sitting for prolonged periods. Requires speaking and hearing ability sufficient to hear over the phone, carry on conversations, and participate in meetings.

Eligibility List

Non-Represented Retirement Program
Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.

From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296.
