ORRs Regulatory Economics team is a mixed-discipline team working on a diverse range of economic and policy issues, concerned both with leading development of rail policy and providing specialist advice
The Regulatory Economics team is part of the Economics, Finance and Markets directorate, and works closely with the Regulatory Finance team which carries out financial analysis of rail markets.
Job Description
The Regulatory Economics team provides rigorous analysis to underpin the development of policy and support decision-making. Much of our work is directed at the regulation of the mainline railway, including oversight of the regimes for financial incentive payments and access charges. This is important work to provide confidence to all parties that access the rail network. We also advise teams across ORR on economic matters relating to track, station or depot access, such as the impact new rail services may have on relevant markets. You will support the Head of Rail Economics in all aspects of leadership and management of the team. It is an exciting time to join the team as your work is likely to contribute to the design of the emerging regulatory framework for a reformed rail industry in which Great British Railways will bring together infrastructure and many train services in a new body.
This role may be based in any of our offices (London, Glasgow, Manchester, Bristol, York or Birmingham)
This appointment is being made on the basis of a two-year fixed term contract, with the possibility of an offer to be made permanent at its conclusion, at ORRs discretion. We would welcome applications from individuals on secondment.

At ORR, our hybrid working means that we currently work from our workplace location a minimum of 40% of our working week, although requirements to attend other offsite locations for official business, also count towards this level of attendance. Working arrangements are subject to continuous review.
