Job Description
Develop financial management and financial governance frameworks in place to ensure compliance with statutory requirements and government policy and enhance and promote sound and better practice financial management.
Prepare the DESI Chief Financial Office (CFO) Assurance Framework, CFO Assurance Report and associated documentation to be submitted to the DESI Audit and Risk Committee through the CFO.
Be responsible for maintaining the Corporate Gifts Register and preparing the department's gifts and benefits reports and associated documents in line with the Directive.
Prepare the Corporate surveys, annual, and Interim Internal Control Self-Assessment (ICSA) survey document together with supporting documentation to be sent to the DESI business groups. ICSA responses received from business groups are then subjected to checking, verifying, analysing, collating for the preparation the exception reports, graphs for CFO review.
Undertake testing, sampling and investigation of DESI transactions ensuring transactions are compliant with internal control procedures, Queensland Treasurer's guidelines and departmental policy and practices.
Coordinate and undertake regular DESI SAP finance system data mining, cleansing and analytics exercises, and undertake action (where required) to resolve any issues or concerns.
Analysis of QSS reports and undertake action (where required) to resolve any issues or concerns
Ability to interpret the Queensland Government Policies/Directives/Guidelines and other relevant legislation changes and ability to design and develop policies and procedures and other guidance materials relevant to the Department.
Establish, implement and maintain effective financial policies, procedures, guidelines and practices.
Provide expert advice to senior management on Whole of Government policies and legislative positions with regards to financial management and the possible impact to on the Department and its business units.
Deliver creative and innovative approaches to financial policy and governance support though formal and informal training to enable clients to maximise benefits to be derived from good financial management.
Lead continuous improvement by encouraging an environment where high quality work is achieved and is supported by the development and adherence to quality systems.
Behave in a manner that is consistent with core values of Department of Environment and Science following defined service quality standards, occupational health and safety policies and procedures relating to the work being undertaken in order to ensure high quality, safe services and workplaces.
Provide excellent stakeholder engagement with Business Groups to ensure DESI's internal controls compliance.
Communicate and lead with influence to convey and guide acceptance of complex internal controls, financial delegations and policy matters to departmental governance committees and diverse audiences to achieve organisational objectives.
Support the Manager, Financial Policy and Operations in the management of the day-to-day tasks of the Financial Policy and Operations team, including management of staff, assisting team members resolve complex corporate card and travel queries, resolve any policy or assurance queries via provision of comprehensive advice and solutions to be implemented.
Present reports and information that is clear and concise based on sound interpretation with comprehensive arguments that identify all relevant issues in order to influence required compliance both verbally and in the written form.
Participate in any projects or ad hoc tasks as directed by the Manager, Financial Policy and Operations.
