About the Big Housing Build - High-rise Redevelopment Program

This is Australia’s largest urban renewal project with a pipeline of projects between now and 2051. It will transform Melbourne’s social housing neighbourhoods, replacing 44 ageing high-rises and other buildings with modern, accessible and energy efficient homes and improved community facilities.

With a construction pipeline up until 2051, a total of five estates in inner Melbourne are under active redevelopment and at various stages of project feasibility, planning, procurement, and delivery. Once completed, there will be at least 10% more social housing for Victorians who need it, and more homes close to schools, services, transport, and jobs.

THE ROLE
As the Principal Technical Design Manager, you'll play a key role in delivering the High-rise Redevelopment Program (HRRP). Central to the program's success will be your extensive experience in public private partnership (PPP) models and/or large-scale housing developments. You'll provide technical and design advice for projects delivered under the Partnerships Victoria PPP framework, development agreements (DA), and other private sector contract models.
Day to day you'll report to the Lead, Partnerships, North Melbourne/North Richmond and your key responsibilities will include:
Lead a specialist technical workstream, overseeing design development and D&C technical inputs across all project phases, from financial close to delivery under PPP or DA models.
Provide technical oversight during procurement, including contractor plans, methodologies, programs, and risk assessments.
Manage contractor and project partners to deliver outcomes, mitigate risks, and ensure alignment with project goals.
Ensure compliance with project specifications throughout the planning, delivery, and transition to operations.
ABOUT YOU
You lead with integrity, act with purpose, and bring the expertise and commitment needed to help deliver these urban renewal projects that are inclusive, respectful and transformative. Some of the skills, experience and mindset we're looking for include:
Extensive experience strategically managing technical delivery and design for major social infrastructure projects, ensuring quality, cost, and time outcomes. Skilled in PPPs, DAs, and government D&C procurement.
Strong communicator with a strong capability in engaging diverse stakeholders and presenting complex information clearly.
Experienced in government D&C procurement, including reviewing contractor plans and managing early works and site investigations.
Trusted adviser across all project phases, leading delivery teams and aligning design with strategic goals.
Please note, this is a fixed term role until 30 June 2028 requiring a tertiary qualification in architecture, engineering, design or project management or related technical field.
