The Procurement Officer is responsible for the procurement of drugs and supplies for the outpatient pharmacies and various outpatient clinics. The procurement of drugs and supplies will be done in accordance with University purchasing policy, purchasing contracts, drug purchasing accounts for the various pharmacies, and sound buying practice.

Duties & Responsibilities:

Purchasing
• Perform daily functions of pharmacy ordering and inventory control utilizing all available technology and pharmacy systems.
• Stock shelves and refrigerators, ensuring proper medication storage and first-in first-out inventory rotation.
• Maintain perpetual inventory in the pharmacy through proper ordering, receiving, and troubleshooting as needed.
• Process returns to the wholesaler and reverse distributor.
• Process requisitions for research accounts and clinics as needed.
• Process and monitor controlled substance orders for research units and clinics.
• Contact vendors to verify pricing, delivery/lead terms, and to request required forms related to requisitions and potential orders.
• Review and clarify all requisitions for accuracy/completeness.
• Ensure all information received is efficiently processed to expedite payment processing.
• Process medication recalls and assist the Quality Improvement team as needed.
• Prepare reports and correspondence (i.e. status of requisitions, purchase orders, shipments, complaints, etc.) related to products assigned to.
• Orders labels and supplies as needed.
• Follow procedure for the use of alternative suppliers as needed for backorders.
• Processing purchasing/billing related reports as needed.

Purchasing Support
• Assist department users in preparing specifications for purchasing commodities, equipment, and services.
• Serve as a general procurement resource person.
• Serve as a pharmacy liaison to ensure all pharmacy/clinic ordering needs are met.
• Assist in training staff/externs in relation to pharmacy purchasing, as appropriate.
• Clinic medication delivery, drug box exchange

Perform other related duties and participate in special projects as assigned.

Minimum Qualifications Required:
• Any one or any combination of the following, totaling one (1) year (12 months) from the categories below of which six (6) months must be actual work experience:

A. Work experience performing duties comparable to those performed at the Procurement Officer Assistant level of this series or in positions of comparable responsibility.

AND/OR

B. College credit for course work in any field
• 30 semester hours equals six (6) months
• 60 semester hours or Associate’s Degree equals one (1) year (12 months)
• 90 semester hours equals two (2) years (24 months)
• 120 semester hours or a Bachelor’s Degree equals three (3) years (36 months)
• Master Degree or higher equals four (4) years (48 months)

NOTE: Possession of a current Certified Professional Public Buyer (CPPB) or Certified Public Procurement Officer (CPPO) from The Universal Public Purchasing Certification Council (UPPCC), or a current Accredited Purchasing Practitioner (APP) certificate, Certified Purchasing Manager (CPM) or Certified Professional in Supply Management (CPSM) from the Institute for Supply Management (ISM) or equivalent certifications may satisfy the above requirements.

Preferred Qualifications:
• Current IL Pharmacy Technician License
