Main Purpose and Function

The incumbent will focus on facilitating permit applications for small businesses including business licence approvals. This position will focus on facilitating permit applications for complex renovations to low density housing and permit applications for small businesses. This includes detailed review, coordination, and processing of development and building permit applications for compliance with various by-laws; and coordinating application review between various internal and external review groups, owners, and design professionals from the initial application stage to permit issuance.


Specific Duties/Responsibilities
Performs data and records research from multiple sources such as property files and computer systems (Archives, Microfiche, Electronic Records) for file prior to each intake of a Development Permit Application.
Participates in meetings with other City process groups, owners, and developers and design professionals to provide preliminary zoning and building analysis and policy input prior to and during application process.
Monitors and manages a varied and heavy workload to maintain processing schedules.
Performs technical calculations for smaller multiple residential and moderately complex industrial and commercial projects, and projects involving changes of use, new construction, additions and conversions to ensure the application complies with various By-laws; Zoning and Development By-law, Building By-law, Parking By-law, Official Development Plan By-laws, Protection of Trees By-law, and various policies and guidelines adopted by City Council.
Reviews operational plans of proposed businesses in conjunction with architectural drawings and prepares them for public notification.
Instructs clerical staff on notification area and prepares language within notification postcards, public posting on website and reviews site signage.
Communicates technical information in common terminology for development proposals to the public during notification phase, by phone or in a meeting environment in a positive, helpful manner.
Coordinates, compiles, analyses and documents public notification responses for staff review.
Communicates regularly with both the applicant and public regarding projects, including answering queries pertaining to project specific information, providing up-dates on status and discussing processes related to the project.
Liaises with staff from other departments and other agencies who are involved with the project.
Participates in data entry and compiling of development permit document and records.
Works with minimal supervision answering enquiries from the general public and design professionals related to pertinent By-Law and Council approved policies and guidelines.
Participates in the development and implementation of improvements for the permitting process.
Develops tracking mechanism for applications in process for all other City departments involved. Arranges meetings as necessary with necessary departments to ensure consistency in communication and adherence to developing policy.

Minimum Qualification Requirements

Education and Experience:

Graduation from a two year diploma programme in Building Technology from a recognized Institute of Technology or an equivalent combination of training and experience.
Some knowledge of standard building construction and practices.
Considerable knowledge of the Zoning and Development By-law, Vancouver Building By-Law, Parking By-law and other by-laws in interpreting relevant regulations accurately;
Experience in zoning administration and the ability to assess and interpret architectural plans and application submissions accurately.
Demonstrated ability to read architectural drawings and to perform technical calculations with some experience in plan examination.
Demonstrated ability to interpret and apply relevant by-laws, policies and guidelines in a consistent manner.

Knowledge, Skills and Abilities:

Sound knowledge of departmental policies and procedures involved in processing applications and the ability to communicate and interpret them to others.
Demonstrated time and project management abilities to meet deadlines and to manage a large volume of work with ever changing priorities in a flexible manner, often under pressure.
Excellent interpersonal and communications skills; both verbal and written, the ability to deal tactfully and effectively with a diverse group of internal and external stakeholders. Demonstrated ability to achieve and maintain effective working relationships with staff and the public and an ability convey technical and procedural information.
Demonstrated computer skills for word processing, spreadsheet, data base and presentation applications.
Ability to function as part of a team, while also having the ability to work independently with minimal direction.
Ability to meet transportation requirements.

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work a hybrid work week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.
