Niue Water and Wastewater (NWW) Program

The Niue Water and Wastewater Program, supported by Australia, aims to provide 24-hour access to safe potable water and improve wastewater management in Niue. The program focuses on four key areas: water supply infrastructure, wastewater infrastructure, water resource and quality management, and governance. Designed in two phases, Phase 1 addresses immediate priorities set by the Government of Niue, while Phase 2 completes the remaining activities. This comprehensive initiative strengthens Niue’s WASH sector through targeted infrastructure and services, supporting sustainable water and wastewater solutions aligned with Australia’s development investment.


About the role

Based in Alofi, Niue, the Project Manager will lead the delivery of small to medium-sized water and wastewater infrastructure projects under the Niue Water and Wastewater Program. Responsibilities include activity planning, contract management and administration, supervision to ensure compliance with technical specifications, safety and quality control, reporting, procurement, and asset management. The role requires close collaboration with Technical Advisers (Beca) to ensure successful project outcomes. This position is fully based in Niue for the duration of the assignment and plays a key role in advancing essential water and wastewater infrastructure improvements for the community.


Key responsibilities

Lead delivery of small to medium water and wastewater projects, managing contracts and compliance.
Ensure contractors meet registration, insurance, permit, and safety requirements.
Oversee daily contractor records, construction methodologies, and hazard assessments.
Prepare and monitor construction programs and budgets with the operations team.
Manage procurement, material quantities, and defect rectification during liability periods.
Conduct safety, quality, and environmental checks, reporting incidents and non-conformances.
Facilitate progress meetings, reporting, and collaboration with Technical Advisers.
Integrate risk management, safeguarding, and compliance with DFAT and program standards.

Selection criteria

Tertiary qualification in Civil Engineering or related field with 3+ years of on-site project management experience.
Proven work health and safety management skills and procurement cycle experience, preferably with Commonwealth Procurement Rules.
Experience in development assistance programs, ideally with Australian DFAT projects.
Strong project management, monitoring, evaluation, and risk management skills.
Financial acumen in budgeting and resource allocation.
Excellent communication, leadership, and culturally sensitive interpersonal skills.
Understanding of DFAT and Tetra Tech compliance policies on gender equality, safeguarding, and environmental protection.
Adaptable, detail-oriented leader with integrity and mentoring capabilities.
