Overview
• A well-established behavioral health organization serving individuals through residential and outpatient programs is seeking a Clinical Director (LCSW or LMSW) to join its leadership team.
• This role oversees clinical services, program operations, compliance, and staff performance across multiple programs.
• The Clinical Director will drive accountability, ensure regulatory excellence, and elevate the quality and consistency of care across the organization.
• This role is ideal for a leader who has managed multiple OASAS programs and is comfortable owning both compliance and program performance.
Key Responsibilities
Clinical Leadership:
• Oversee clinical services across residential and outpatient programs
• Supervise Program Directors, clinical supervisors, and counseling staff (LMSW, CASAC, etc.)
• Provide guidance on complex cases and clinical decision-making
• Ensure timely, accurate documentation and adherence to treatment standards
Operations & Program Oversight
• Lead day-to-day program operations to ensure efficient service delivery
• Align staffing, workflows, and service models across programs
• Identify gaps and implement improvements to drive performance and accountability
• Ensure strong coordination across clinical, compliance, and administrative teams
Staff Management & Performance
• Supervise, evaluate, and develop Program Directors and clinical staff
• Set clear expectations, productivity targets, and accountability measures
• Lead hiring, onboarding, training, and retention efforts
• Address performance issues and implement corrective actions as needed
Compliance & Regulatory Oversight
• Ensure full compliance with OASAS, OMIG, Medicaid, and other regulatory bodies
• Maintain audit readiness and oversee documentation standards across programs
• Lead corrective action plans (CAPs) in response to audits or deficiencies
• Participate in compliance and quality improvement initiatives
Quality & Program Improvement
• Monitor program performance, outcomes, and service quality
• Establish and track KPIs across all programs
• Drive continuous improvement initiatives based on data, audits, and outcomes
Financial & Operational Performance
• Support budgeting, financial planning, and cost control efforts
• Align staffing models and service delivery with financial goals
• Monitor census, utilization, and revenue targets
Leadership & Strategy
• Serve as a key member of the executive leadership team
• Contribute to strategic planning, program expansion, and growth initiatives
• Represent the organization with regulators, funders, and community partners
• Prepare and present updates to executive leadership and board stakeholders
Qualifications
• Licensed Clinical Social Worker (LCSW) or Licensed Master Social Worker - required
• Advanced CASAC (CASAC-Advanced) - preferred
• 5+ years of leadership experience in behavioral health settings
• Direct experience overseeing multiple OASAS programs strongly preferred
• Proven track record managing program operations, compliance, and staff performance
• Strong understanding of regulatory requirements, audits, and documentation standards
• Demonstrated ability to lead teams, drive accountability, and improve performance
• Excellent organizational, communication, and decision-making skills

Key Responsibilities
• Own and manage the end-to-end Environment Strategy across all program waves
• Develop, maintain, and continuously improve the Master Environment Summary
• Define and govern promotion planning frameworks, including:
• Criteria, processes, and stage gates
• Configuration, development, and data conversion pathways
• Ensure adherence to security and compliance standards, including PHI and HIPAA requirements
• Establish and oversee backup and disaster recovery strategies
• Lead release management planning, including:
• Data refresh cycles
• Upgrade and release planning
• Vendor and custom code deployment (including MPH customizations)
• Develop and enforce environment readiness checklists to support successful releases and go-lives
• Define and implement environment lifecycle management practices
• Design and implement the future-state operating model, including:
• Roles and responsibilities
• Process improvements across Service Desk, vendor support, and ServiceNow (SNOW)
• Establish clear ownership structures for:
