Seeking an experienced Utilities Project Manager for JFK. Responsibilities include but aren't limited to:
1. Manage assigned capital and operating projects at JFK including initiation, planning, design development, implementation, monitoring and close-out
2. Ensure projects are managed on schedule and on budget, reviewing and determining risk associated with schedule recovery plans
3. Review project scope and coordinate with key stakeholders to ensure desired outcome
4. Ensure key stakeholder involvement in the life cycle of assigned projects
5. Coordinate with Engineering for quality/timeliness/cost efficiency of work delivered
6. Oversee and review of outside Agency involvement and the execution of Right of Entries, force accounts and other required agreements
7. Prepare required documentations to ensure successful completion of CPOC (Capital Project Oversight Committee) and Board authorizations
MINIMUM REQUIREMENTS
1. Bachelor’s Degree in Engineering or Architecture from an accredited college or university
2. Minimum of five (5) years project management experience in managing concurrent, complex airport infrastructure capital/operating projects; demonstrated experience supporting design, construction and procurement of construction contracts
3. Demonstrated experience in managing utilities projects, such as electrical substation & ductbank/feeders, water infrastructure (high/low water pressure), and fire alarm / fire protection
4. Familiarity with the Federal Aviation Administration (FAA) Advisory Circulars and AIG/AIP grant requirements
5. Demonstrated experience with policies, procedures and capital authorization processes related to project development, implementation and management
6. Possess strong interpersonal, leadership, negotiation, problem solving and decision-making skills
7. Exceptional verbal and written communication skills, with the ability to influence and engage diverse stakeholders
8. Possess valid driver’s license
DESIRED QUALIFICATIONS
1. Registered Professional Engineer (PE) or Architect (RA) in the State of New York
2. Certified Project Management Professional (PMP)
3. Experience or familiarity with JFK Redevelopment Program
4. Experience in FEMA grant funded projects
5. Demonstrated ability to develop complex strategies to deliver projects and be able to represent the needs of the Agency and Aviation Department to achieve broad business goals in the areas of airport operations, maintenance, facilities, asset management and airport redevelopment and to understand the impact on various stakeholders within and outside the PA
6. Proven ability to work on fast paced projects of significant complexity and risk and effectively utilize limited available resources to achieve complex goals
7. Demonstrated experience in the assessment of cost benefit and life cycle cost analyses, project planning and development and risk management protocols
8. Demonstrated experience with alternative procurement strategies (such as Design-Build)
