Essential Duties
• Proposal strategy and writing – With limited supervision or guidance, help pursuit teams identify winning strategies by understanding the buyer’s needs, challenging the status quo and creating proposals that are customized and tailored to the decision maker.
• Support proposal operations by conducting proposal reviews, story boarding sessions, and copy editing to ensure the development of high-quality responses in a timely manner
• Develop proposal content by assembling information and creating solutions/outcomes/benefits outlines and writing compelling text with win themes and differentiators. Improve proposal-writing results by evaluating and re-designing processes, approach, coordination, and boilerplates, speaking up to volunteer ideas for improvements, and implementing changes.
• Support the Proposal Manager throughout the proposal process, meeting proposal deadlines by establishing priorities and target dates for information gathering, writing, review, and approval, coordinating requirements with contributors, and contributing proposal status information during review meetings.
• Write, revise, and edit drafts of Federal Government proposal responses (including executive summaries and technical, management, past performance, resume, and pricing sections), white papers, responses to Requests For Information (RFIs), and marketing material.
• Ensure that all content outputs meet evaluation criteria and compliance guidelines, clearly and concisely demonstrate the technical approach, and concisely present relevant past performance to demonstrate the unique qualities and expertise of the company.
• Edit documents and technical literature prepared by other staff members, for content, coverage, clarity, and voice consistency, recommending revisions and editorial standards as appropriate.
• Demonstrate a finely-tuned ability to sift through a discussion, extracting the most significant information and action items
• Collaborate with graphic designers, project managers, pursuit coaches, and client service teams to build creative and innovative material
• Help develop a content library with “boilerplate” language and continuously enhance it to result in a library with comprehensive technical approach and past performance information that can be easily reused and customized when needed based upon the solicitation.
Key Requirements
• Bachelor’s degree
• Excellent written and oral communication skills
• Team player
• 5+ years of US Federal technical proposal writing experience in response to Federal Government RFPs, RFIs, and an understanding of the Shipley methodology
• Possess a deep understanding of the Federal Government Business Development Lifecycle to include extensive familiarity and demonstrated comprehension of solicitation documentation as well as the RFI and RFP process
• Demonstrated experience leading or supporting proposal development, including solution development, writing, reviewing, and compliance checks
• Experience writing technical proposals for software development processes, IT operations, cloud, Cyber Security etc.
• Confidence in interviewing SMEs and the ability to help transform technical details into concise, responsive, and compelling proposals
• Understands proposal life cycle and color reviews (Pink Team; Red Team; Gold Team and White Glove type concepts).
• Strong writing, research, and compliance skills
• Understanding of win themes, proposal concepts, and the business development lifecycle
