About the role

We are seeking an experienced Proposals Lead to join our high-performing pre‑contracts team, based in Perth out of our Belmont office location.

In this role, you will lead the end‑to‑end development of high-quality, fully compliant Expressions of Interest (EOIs) and tender submissions for major Tier 1 opportunities. You will play a critical role in positioning BMD as the preferred contractor on complex, high‑value projects, applying exceptional writing capability, strategic thinking and strong leadership to every submission. As a key leader within BMD’s national proposals function, you will work closely with senior stakeholders and multidisciplinary teams to drive consistency, quality and excellence across all proposal deliverables.

Key responsibilities

In this role, you will:

Lead the end‑to‑end development of EOIs and tender submissions, ensuring all documentation is fully compliant, submitted on time and aligned to BMD’s strategic objectives
Drive structured bid programs by establishing timelines, managing gated review processes and facilitating formal review meetings
Act as the central point of contact throughout the proposal lifecycle, ensuring clear, proactive and professional communication with all stakeholders
Produce persuasive, accurate and well‑structured content by synthesising technical input from engineers, estimators, project teams, partners and subject matter experts
Collaborate closely with internal teams including business development, marketing, legal, executive leadership and joint venture partners to deliver cohesive submissions
Manage document control and submission logistics using digital platforms such as SharePoint
Maintain and curate regional proposal libraries including CVs, project profiles and reusable content, contributing to national knowledge sharing
Provide professional leadership and mentoring to Proposals Coordinators, offering guidance, quality assurance and continuous improvement feedback
Support national proposal efforts as required, including cross‑regional collaboration and interstate travel
About you

You are a proactive, detail‑driven proposals professional who thrives in a fast‑paced, deadline‑driven environment. You bring a balance of strategic thinking, strong stakeholder engagement and exceptional written communication skills.

You will ideally have:

A tertiary qualification in public relations, communications, marketing or a related discipline (highly desirable)
Minimum 8+ years’ experience in a similar proposals or bids role, ideally within civil construction or a related industry
Demonstrated experience leading complex EOIs and tenders for large‑scale infrastructure projects
Advanced writing, editing and content strategy capability, with a strong eye for quality and compliance
Proven ability to lead and influence multidisciplinary teams and senior stakeholders
