About the Role
This is an exciting new opportunity to join Shoalhaven City Council as Rates Supervisor to supervise the dedicated Rates Team and oversee the day-to-day operational activities to ensure timely and accurate property and rates accounting and systems are up-to-date so the Council may meet its statutory obligations.
Reporting directly to the Manager - Revenue, the main focus of this role includes:
Coordinate the day-to-day operations of the Rating Team in ensuring the accurate levy and collection of revenue. Including key facets such as:
categorisation of land
exemption of properties
annual levy and end of year procedures
direct debit payment maintenance
changes of ownership and mailing address
reconciliation and interrogation of financial transactions
investigation and resolution of routine and complex anomaly matters, including refunds of overpaid rates.
Assist in project managing the accurate cyclical production and issue of rate, instalment, supplementary and reminder notices, while effectively mitigating the associated risks.
Ensure timely maintenance and control of Council's Land Value register resulting from general revaluations and regular supplementary valuation lists from the Valuer General. Ensure the accurate and timely reconciliation of rateable land values and corresponding supplementary levies to capture all potential rates revenue.
Validate pensioner data regularly with Centrelink and ensure compliance with our contract obligations and assist in the preparation of the annual pensioner rebate subsidy claim for external audit and submission to the Office of Local Government.
Train and educate team members in relation to the various rating procedures and workflows ensuring multi-skilling and depth of transferrable skill among staff within the Rates Team.
Support the Rate team members in measuring quality, developing and updating training materials, cross-skilling and up-skilling, establishing training plans, and providing performance feedback. Support the Manager - Revenue as part of the Revenue leadership team, in delivering a quality Revenue service.

The advertised salary is based on the grade of the position, comprising of 4 steps within the range shown. The starting salary is at Step 1 within the grade. Progression through the salary steps shall be based upon the achievement of performance objectives relating to the position.
About You
To be successful in the position, you will have:
Tertiary qualifications in accounting or related discipline, or equivalent rating and/or financial experience.
Proven experience in leading and managing an operational team in a high volume fast paced environment.
Awareness of the relevant rating provisions of the Local Government Act, Regulations, guidelines and rating industry issues.
Demonstrated basic accounting knowledge and skills, and extensive experience reconciling accounts and investigating discrepancies.
Current Class C Driver's Licence
Proof of Australian residency or citizenship, or authority to work in Australia (visa)
