We currently have an opportunity for a Regional Facilities Manager to join our Asset Management & Facilities Management contract with the Ministry of Education New Zealand (MoE) team and play a key role in delivering the Facilities Management (FM) service across New Zealand.

Downer delivers comprehensive Asset and Facilities Management services to the Ministry of Education (MOE) across New Zealand. Our diverse portfolio spans both residential and non-residential properties nationwide, including teacher housing, closed schools, and future school sites.
We are seeking a high-performing Regional Facilities Manager to lead operational excellence and drive outstanding service delivery within their designated region.
In this pivotal leadership role, you will be accountable for overall regional business performance — ensuring Zero Harm health and safety standards, effective facilities and project management, strong financial stewardship, and high-quality service outcomes. You will provide leadership and direction to service delivery partners, fostering collaboration, accountability, and continuous improvement. Performance is measured against a robust KPI framework agreed with our client, requiring a results-driven leader who can balance strategic oversight with operational execution.
This is a dynamic role that extends beyond a standard 8:00am–4:00pm workday. Facilities management is responsive by nature, and there will be times when after-hours engagement is required to manage urgent or critical matters. We’re seeking a proactive and accountable leader who understands the importance of timely response and is comfortable operating in an environment where flexibility and ownership are key to delivering exceptional outcomes.
What You’ll Do
This role offers a broad scope, with key responsibilities including:
Champion and embed a strong Zero Harm culture across all regional sites, ensuring active engagement from staff and subcontractors.
Provide clear leadership and direction to regional teams and service delivery partners.
Drive overall regional business performance, including financial targets, KPI achievement, and cost management.
Build and maintain strong, collaborative customer relationships, ensuring consistently positive interactions.
Oversee safe, compliant, and cost-effective delivery of works across all sites, including management of P1 and emergency events. Ensure that all sites remain compliant with relevant legal and statutory obligations (i.e. BWOF and HSNO); As required
Manage regional resourcing, subcontractor engagement, risk identification, and escalation as required.
Lead innovation and continuous improvement initiatives while modelling Downer’s values and fostering consistency across the region.

Minimum 5 years’ management experience within the facilities management industry.
Proven people leadership capability, with strong interpersonal and communication skills.
Demonstrated commercial and financial acumen, including cost control and productivity improvement.
Strong analytical skills with the ability to interpret data and make evidence-based decisions.
Experience driving operational performance to ensure quality delivery, timeliness, and minimal rework.
Solid working knowledge of the Health and Safety at Work Act 2015.
Highly organised and self-motivated, with the ability to travel regularly and hold a current full driver’s licence.
