Primary objective
Assist in the research and critical analysis of economic regulation for the electricity, ports, water and sewerage industries.
Develop and communicate clear, concise, and evidence-based solutions, advice and reports to the Utilities Commission and
stakeholders from economic, compliance, legal, and technical perspectives.

Context statement
The Utilities Commission is an independent statutory authority responsible for the economic regulation of electricity, ports,
and water and sewerage industries in the Northern Territory. The Commission aims to protect consumer interests in terms
of price, reliability, and quality. The Commission is supported by staff seconded from the Department of Treasury and
Finance, and offers meaningful work in a small, positive team environment.

Key duties and responsibilities
1. Assist in research and critical analysis of complex and non-complex matters.
2. Assist in and contribute to the development and communication of accurate, clear, concise and evidence-based solutions,

advice and reporting to the Commission, and stakeholders, regarding complex and non-complex matters.
3. Engage effectively, appropriately and professionally with stakeholders.
4. Assist in the planning, development and execution of major reviews and projects, as well as the management of budget

and other resources, including expert consultants.
5. Provide support to other team members.
6. Support the administration of the Commission and Commission office.

Selection criteria
Essential
1. Ability to research and critically analyse complex information or data, and provide evidence-based advice on economic,

compliance, regulatory, legal or technical matters.
2. Ability to communicate, both in oral and written formats, in an accurate, clear, concise and audience appropriate manner.
3. Ability to work as a member of a small high-performing team, self-motivate, establish and manage competing priorities

and support other team members.
4. Ability to think strategically and develop innovative solutions to problems.
5. Strong interpersonal skills, including ability to engage effectively, professionally and appropriately with stakeholders, and

members of the public.

Desirable
1. Tertiary qualification in economics, commerce, law, public policy or administration, or relevant discipline.
2. Knowledge and experience in the regulation of essential services, utilities, monopoly industries, or other relevant or

analogous industry or field.
