Job Description
The NC Department of Health and Human Services is in search of a Senior Business Analyst/Technical Writer to contribute to IT software development initiatives managed by both internal teams and external vendors. This position will play a critical role in translating complex business needs into well-defined requirements that will guide software development processes.
Key Responsibilities
• Identify and document stakeholders, data flows, and both current and future state process flows.
• Gather, document, validate, and maintain both business and technical requirements essential for software development.
• Convert client requirements into agile themes, user stories, and detailed business requirement documents.
• Collaborate with Product Owners and subject matter experts to refine user stories and establish acceptance criteria.
• Engage with developers and testers to verify that functionality aligns with defined acceptance criteria.
• Participate in vendor discovery efforts and detailed requirement development.
• Assist in the planning and execution of user acceptance testing, including the creation of test scenarios and cases.
• Perform requirements traceability throughout the project lifecycle to facilitate user acceptance testing and deployment.
• Draft procurement documents such as Requests for Proposals and Requests for Information.
• Develop federal Advanced Planning Documents as necessary to obtain federal funding.
• Support vendor proposal evaluations and document the outcomes.
• Contribute to process improvement initiatives and conduct market research for potential automation projects.
• Facilitate requirements gathering meetings and document meeting agendas and outcomes.
• Provide technical writing support, including the creation of project document templates and formal communications.
• Aid the project manager in maintaining project documentation and generating status reports.
• Maintain SharePoint sites for assigned projects and perform additional analytical and technical writing tasks as required.
Required Skills
• Strong analytical abilities coupled with excellent technical writing proficiency.
• Expertise in requirements gathering and documentation processes.
• Familiarity with agile methodologies and user story development.
• Superior communication and facilitation skills.
• Capability to conduct market research and options analysis.
• Knowledge of project management tools and software procurement processes.
Qualifications
• A minimum of 5 years of experience as a Business Analyst or Technical Writer.
• Demonstrated expertise in requirements gathering and documentation.
• Knowledge of agile methodologies and experience in software development projects.
• Exceptional organizational and time management skills.
