This role is being advertised as both ongoing and non-ongoing, with the employment type to be determined in negotiation with the preferred candidate and the PM&C delegate.

Where a non-ongoing specified term is offered, this would be for an initial period of up to 12 months, with possibility of extension up to a maximum period of two years.

A non-ongoing offer may result in conversion to an ongoing offer of employment, however this must occur within 18 months from the opening date of this advertisement.

Who we are

The Net Zero Economy Authority (the Authority) was established by the Net Zero Economy Act 2026 as a statutory agency. Its mission is to empower the regions, workers and communities most affected by Australia’s transition to a net zero emissions economy to anticipate and respond to the risks and opportunities of the transition.

The authority is a new government agency in the Prime Minister’s Portfolio. It is led by an independent board and Chief Executive Officer. The authority is presently establishing itself, including off-boarding from the Department of the Prime Minister and Cabinet (PM&C). The authority is expected to transition in 2026 to being a separate entity from PM&C, at which time, all employees will transfer under Machinery of Government (MoG) changes to the authority.

The Corporate Strategy and Services Branch is responsible for the provision of corporate and enabling services to the authority. This includes human resources, financial management, procurement and contract management, property and accommodation services, governance, risk and audit policies and services, legal services, ICT, protective security, and records management. The branch has responsibility for building the corporate frameworks, systems, policies and capabilities to enable the authority to stand-up and operate as a separate entity, including off-boarding from PM&C.

The branch consists of four sections being:
Human Resources
Business Information and Services
Finance
Governance

What you will do

The Governance Team is responsible for providing key services to the authority. This includes developing, implementing and maintaining key governance frameworks under Commonwealth legislation relating to risk management, audit, freedom of information, privacy, probity and confidentiality. The team also coordinates the procurement of legal services for the authority and both internal and external corporate reporting, including the authority’s Annual Report, Corporate Plans and Emissions Reduction Plan.

Reporting to an Assistant Director, the Risk and Governance Advisor will be working primarily within Integrity, Information and Risk Management Frameworks administered by the team. There will be a particular focus on risk monitoring and reporting as well as freedom of information and privacy matters.

In addition to the general responsibilities and duties outlined in the Work Level Standards for the APS 6 level, key responsibilities and priorities include (but are not limited to):
Administer the authority’s risk management framework and assist with the development of key artefacts such as the enterprise risk registers, business continuity plan, and climate risk and opportunity reporting.
Coordinate freedom of information matters to ensure we meet legislative requirements.
Support the management and administration of probity frameworks such as fraud and corruption control, integrity, confidentiality, privacy etc.
Coordinate the procurement of legal services by liaising with teams across the authority and legal service providers.
Provide high quality advice and assist with preparing complex written briefings and reports for Senior Executives and the Board.
Contribute to the development and implementation of day-to-day procedures, including the training and education of staff to ensure compliance of processes.
Help develop standard operating procedures and other material that articulates operations and processes, for internal and external stakeholders.
Support the broader team/branch to deliver other strategic corporate outcomes as required.

Your can-do attitude, communication, planning and organisation skills, and ability to prioritise workloads will enable you to effectively manage and deliver results. This role will allow you to work autonomously to manage and collaborate with a range of internal and external stakeholders.

What you will bring

In addition to meeting the behaviours outlined in the Integrated Leadership System profile of the APS 6 level, our ideal candidate/s will have:
Strong demonstrated experience in administering risk management frameworks.
Experience in handling freedom of information matters.
Experience in administering other probity frameworks such as fraud and corruption control, integrity, confidentiality, privacy etc.
Proven ability to provide high quality advice and prepare complex written briefings and reports
High-quality verbal and written communication skills, strong customer focus and an ability to communicate clearly with stakeholders including the ability to build and sustain strong networks and relationships
Strong ability to prioritising and managing tasking with a focus on accurate and timely completion, and quality control.
Demonstrate excellent judgement, show initiative and have a focus on continuous improvement.

Eligibility
Under section 22(8) of the Public Service Act 1+++, employees must be Australian citizens to be employed in the APS unless the Agency Head has agreed otherwise, in writing. At PM&C to be eligible for this position you should be an Australian Citizen at the closing date of application, unless exceptional circumstances apply.
The successful candidate must be able to obtain and maintain a security clearance, or hold a current security clearance of an appropriate level.
The successful candidate will be assessed through our pre-employment screening checks, such as an Australian Criminal History Check, and will normally be subject to a six-month probation period if new to the APS or has not yet completed their probation period elsewhere in the APS.
