Senior Accountant
The purpose of this position is to prepare, monitor, and review all components of the general ledger accounting system and assure integrity of information reported.
Minimum Experience: Three (3) years of experience involving governmental accounting, budgeting, general accounting, A/R, A/P.
Minimum Education: Bachelor’s degree from an accredited college or university in accounting, finance, business management or closely related field.
Certifications, Licenses:
• Must have dependable transportation.
• A pre-employment criminal background check is required.
• Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO) or Certified Government Financial Manager (CGFM) preferred.
• Obtain CCFO (Certified County Finance Officer) within 2 years of start of employment.
GENERAL POSITION DUTIES AND RESPONSIBILITIES:
The following duties are normal for this position. However, they are not to be construed as exclusive or all–inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may also be required or assigned.
• Reconciles bank statements, balance sheet accounts; posts end-of-month journal entries and various accounts transfers; rolls accounting period monthly.
• Processes payroll distribution journal; prints payroll checks; creates payroll funds transfers to send to trustee; makes payroll tax deposits – EFTPS; reconciles payroll bank account; prepares quarterly payroll tax reports to include the Library and E+11; reconciles year-end W-2’s and assists in W-2 preparation.
• Back-up for processing of Airport payroll to include payroll tax deposit (EFTPS), quarterly payroll tax reports and reconciliation of year-end W-2’s.
• Oversees accounts receivable; verifies and post accounts receivable from County departments and Trustee’s ACH/direct deposits.
• Instructs and trains new employees on MUNIS receivables.
• Prepares and processes end-of-year receivables/deferred revenues, accrued payroll, compensated absences and taxes receivable.
• Prepares monthly check requests for E+11, hotel/motel tax, unemployment (for County and CMCSS), retiree insurance, autopsies, and various other requests as needed.
• Prepares and posts expenses, revenue and correcting journal entries as needed.
• Reviews and reconciles balance sheet accounts.
• Reconciles liability accounts and assets receivable.
• Posts journal entries for Circuit Court and General Sessions copy fees at year-end.
• Journal preparation for OJI, DTF and Drug Control Fund Seizure Awards and debt payments as needed.
• Assists in year-end close and assists auditors as requested.
• Preparation of financial statements and reports.
• Other duties as assigned.
FISCAL RESPONSIBILITIES
Incumbent is responsible for collection, receipt, accountability and submission of fees collected through the department.
COUNTY ORGANIZATION DUTIES AND RESPONSIBILITIES:
• Represents the Department to other County departments, elected officials and outside agencies; coordinate Department activities with those of other departments and outside agencies and organizations.
• Provides quality customer service to individuals needing directions or assistance.
SUPERVISORY RELATIONSHIPS:
Works independently with general guidance from the department Director. Works under the guidelines of various Federal and State governmental regulations as well as under the County’s policies, procedures, and various other regulations. Incumbent has no supervisory responsibilities.

• Governmental accounting and auditing principles, procedures, and financial practices.
• Pertinent Federal, State, and local laws, rules, and regulations.
• The County and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
• County programs, funding sources, and specific regulations governing expenditures and revenues.
• Principles and practices of budgeting, fiscal management, and project management.
• Current office practices and procedures.
• Computer and related software applications consistent for this position.
Skill in:
• Analyzing complex administrative information and issues, defining problems and evaluating alternatives, and recommending methods, procedures, and techniques for resolution of issues.
• Organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
• Applying judgment and discretion in resolving problems and interpreting policies and regulations.
Ability to:

WORK ENVIRONMENT:
Work is performed in a typical indoor office setting; and is mostly sedentary with periods of mobility and light physical activity. The noise level in the work environment is usually moderate. Level of responsibility subjects the incumbent to moderate stress due to interruptions.
PHYSICAL AND MENTAL REQUIREMENTS/ACTIVITIES:
• This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires standing, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching, or crawling and reaching with hands and arms.
• Specific vision abilities required by this job include close, distance and peripheral vision; depth perception; and the ability to adjust focus. Will spend a large amount of time viewing a computer screen.
• Vocal communication and normal hearing are required for expressing or exchanging ideas by means of the spoken word.
• Acceptable verbal and conversation skills to effectively communicate with others via the phone, at meetings and to greet and assist visitors.
• Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
• Work is primarily in an office setting.
• Use and normal maintenance of office machines, (copier, computer, printer, etc.).
• Frequent use of phone handset and repetitive use of hand & fingers to operate office equipment, use computer keyboard & computer mouse and to perform other office tasks.
• Ability to recognize occupational hazards in work activities and take safety precautions.
• Maintain mental capacity which allows the capability of making sound decisions and demonstrating intellectual capabilities.
