The Department of Justice and Community Safety (DJCS) is seeking a Senior Continuous Improvement Officer, Operational Policy and Projects team to help drive transformation, enhance operational safety, and embed a culture of continuous improvement across Victoria's custodial system.

You will be part of the System Performance Branch, which brings together expertise in:
Operational Assurance, Compliance and Reviews
Continuous Improvement
Statewide Operational Support
This branch plays a key role in shaping statewide policies, guiding operational decisions, strengthening safety, and supporting prisons through change.
About the Role
Reporting to the Manager, Continuous Improvement Operational policy & projects within the Continuous improvement stream, you will be responsible for identifying opportunities to enhance operations and safety within prisons.
Working closely with frontline and management teams, you will:
Lead and support change and continuous improvement initiatives
Plan and deliver system‑wide projects
Interpret and navigate a complex operating and legislative environment
Develop robust frameworks, policies, tools and reports
Provide high‑quality advice to senior leaders
Foster a culture of innovation, learning and evidence‑based decision‑making
This role is based at 121 Exhibit ion Street, Melbourne, with flexible working arrangements and regular travel to custodial sites as required.
Key Responsibilities
Champion and embed continuous improvement across custodial operations
Drive change initiatives that strengthen operational performance and outcomes
Develop tools, templates, processes and systems to support high‑quality reporting and business case delivery
Use research, analysis and innovative thinking to inform decision‑making and shape future initiatives
Prepare complex briefings, correspondence and policy materials under tight timeframes
About You
You bring:
A strong track record of leading organisational change in complex statutory or operational environments
A deep understanding of the custodial system and the broader landscape in which it operates
Excellent written and verbal communication skills, paired with strong analytical capability
The confidence and agility to “hit the ground running” in a dynamic and growing team
Desirable: Qualifications or experience in project management, policy development or related disciplines.
