In India, the work program has expanded significantly in the last few year – and covers all levels of education. The team has been supporting the Government of India in primary education, secondary education, skill development and higher education. We have also been supporting various state governments in areas such as teacher education, skill development and higher education. Our current education portfolio of India consists of + projects with about $2,1 billion in commitment; and is likely to soon expand to 13 projects with about $ 3,43 billion in commitment. Products in the India program require high quality technical content and economic analysis to respond to the needs of the client, and the team carries out various programmatic AAA, impact evaluations and just-in-time policy work! The position is an internationally recruited staff (IRS) position and will primarily focus on working in India, but it will also include critical work in the South Asia region and globally as needed. Job Duties and Responsibilities:
The Senior Education Specialist will report to the Practice Manager for South Asia based in Washington DC. They serve as a senior technical specialist, advising management and staff on strategy and critical interventions on policy and operational issues in the tertiary education sector issues important to Bank's engagement in India, they will:
• Influence the design and execution of major policy and research initiatives; conceive, develop and promote innovations in analytical work, project design, organization and management to improve Bank-financed project and sector work in tertiary education. Strengthen the AAA work on tertiary education in the country to help in forging a strategic framework for development of the sector.
• Develop and build client relations at senior levels and play a critical role in generating new business for the Bank in tertiary education.
• Lead and/or participate in critical education lending and non-lending tasks, with a focus on tertiary education as well as on multi-sector lending and non-lending tasks with other Global Practices and Cross-Cutting Solution Areas.
• Mentor other staff in the India program to provide technical support to their work.
• Provide education inputs to critical CMU and other GPs' tasks with a focus on tertiary education.
• Lead initiatives at the country level to establish frameworks and approaches to knowledge dissemination and/or the development of knowledge products in tertiary education.
• Contribute to a dynamic tertiary education, education and human development team in India and in SAR.
Selection Criteria
• Advanced degree (PhD or Master's) in Economics, Public Policy, Education or related field and demonstrated ability to carry out analytical work and translate analytical/technical skills into operational innovations and results.
• Sustained record of achieving high-quality substantive results over an extended period (typically at least 8 years) in the education/human development sector with experience in addressing complex issues in a holistic manner, and in designing, organizing and helping implement programs.
• Deep knowledge and experience in reforms of tertiary education.
• Knowledge of or familiarity with recent developments in tertiary education such as online education, governance and financing, contribution of universities to regional development and development of innovation systems of higher education will be an advantage.
• Experience in differentiated education systems (e.g. centralized, decentralized) is an advantage.
• Experience in working in multi-sectoral teams.
• Demonstrated skills in analytical tools required for impact evaluation, economic, social and institutional research.
• Proven ability to interact effectively with clients, including the ability to assist clients at all levels in their analysis, policy formulation, and education planning with a focus on results.
• Excellent interpersonal and communication skills demonstrated ability to work cooperatively with both Bank staff and client country counterparts, and ability to liaise tactfully as a member of a multicultural team.
