Clerk Grade 9/10 - $129,464 to $142,665 plus superannuation and leave loading

Your role
As the Senior Program Officer, you will deliver a range of functions related to the delivery of construction (capital works). These functions may include refurbishment, security hardening programs and preventative maintenance projects across a rural and remote portfolio in NSW.
What you’ll do
In this role, you will lead a high-performing planning team to deliver strategic outcomes across a diverse portfolio of residential projects. The responsibilities of this role will include, but will not be limited to:
Manage the delivery of construction, security, maintenance and refurbishment projects for the Teacher Housing Authority as a client‑side project manager, working closely with internal and external stakeholders including Public Works.
Lead and oversee external consultants and contractors, providing expert advice to support informed decision‑making and successful project outcomes.
Independently program‑manage multiple work packages across a portfolio, including budget, schedule and quality control, stakeholder coordination, reporting, MS Project management, and presentations to steering committees and the Board.
Ensure all scoping, tendering, contract award, defect and completion processes comply with government procurement requirements, and prepare approvals and governance documentation including briefing notes, Minister’s notes, board papers and financial documentation.
Maintain project records, databases and property condition data, manage defect liability periods, documentation handover and site meetings, and provide ongoing advice to support effective property maintenance, including regional travel as required.
What we’re looking for
To be successful in this position, the ideal candidate will have:
Completion of or willing to complete 11084NAT Asbestos Awareness course.
Be in possession of a valid NSW Driver’s Licence – Class C.
Be in possession of a valid NSW White Card.
Current First Aid certification (including modules HLTAID009 Provide cardiopulmonary. resuscitation, HLTAID010 Provide basic emergency life support and HLTAID011 Provide First Aid).
Must be able to travel regularly to remote and rural locations from time to time, at short notice.
Strong capability to accurately and clearly document all stages of a program’s lifecycle.
Proven experience in the construction industry, with strong people management and coordination skills.
High-level written and verbal communication skills.
