The PSI Funding & Analytics unit, as part of the PSI Funding & Capital Planning Branch, performs a wide variety of tasks, with the majority of the work related to a few main functions:


Leveraging internally and externally available financial data sources to create an understanding of how Alberta post-secondary institutions compare to one another and to the rest of the country.
Supporting funding decisions by ensuring they are based on evidence and Alberta’s unique post-secondary education system.
Updates and monitors financial policies relating to post-secondary institution activities under the jurisdiction of the Ministry of Advanced Education.

Role Responsibilities
Reporting to the Manager, PSI Funding and Analytics, the Senior PSI Funding & Data Analyst plays a key role in strengthening the Ministry’s understanding of how post-secondary institution finances relate to funding models, program objectives, and inter-provincial comparisons. In this role, you will apply analytical thinking, creativity, and systems insight to integrate data from multiple sources and generate meaningful financial analysis that supports decision-making across Alberta’s post-secondary system.

Your curiosity, strong analytical mindset, and financial expertise will enable you to translate complex data into insights that inform funding decisions, policy development, and strategic planning. By leveraging diverse datasets and applying sound financial and statistical analysis, you will contribute to a deeper understanding of institutional financial operations and system-wide trends.

In this role, you will:


Conduct complex qualitative and quantitative analysis using financial and institutional datasets to support funding decisions and system-level insights.
Contribute to the development, maintenance, and improvement of funding model criteria and methodologies aligned with Alberta’s post-secondary funding framework.
Integrate financial data from multiple sources to support analysis of institutional financial operations and system-wide trends.
Develop and maintain financial metrics and analytical tools that enhance understanding of post-secondary institutional performance.
Interpret and communicate financial policies, guidelines, and reporting requirements to colleagues and institutional partners.
Provide analysis and advice related to institutional borrowing requests, including assessing risks and financial implications.
Develop briefing materials and analytical reports to support executive decision-making and strategic planning.
Maintain and enhance the Ministry’s repository of financial metrics and data related to post-secondary institutions.
Collaborate with program areas and external stakeholders to improve data collection processes and analytical approaches.
Provide subject matter expertise on financial analytics and support cross-ministry initiatives related to post-secondary funding and accountability.

Qualifications
University graduation in a related field preferably in Business, Financial Statistics, Financial Mathematics, Actuarial science, or closely related fields with a focus in Data Analytics plus four years related experience.

Equivalency: Directly related education or experience considered on the basis of:

1 year of education for 1 year of experience; or
1 year of experience for 1 year of education.


Assets:


Experience with current methodologies in data analytics, regression analysis, data visualization, data modeling and storytelling.
Experience with financial analysis, producing reports and presentations to share critical findings.
Expert level knowledge of Microsoft Excel skills (including creation of macros, cubes, and pivot tables)
Analytical tool experience (Excel, Python, Power BI and/or others)
Experience related to Alberta’s adult learning system
Experience with Accounting principles and best practices including Public Sector Accounting Standards
Possess or are persuing an accounting designation (e.g. CA, CPA etc.)

There is one (1) permanent position available, and it is located in Edmonton, working in the Commerce Place located at 10155 102 Street. This position works 36.25 hours per week, 8:15am – 4:30pm, Monday through Friday.
