Position Description

The Citywide Budget Manager reports to the Director of Budget & Analysis. Duties encompass a wide range of budget (sources and uses) analyses, fiscal impact analyses, financial projections, and special studies. Under the general direction of the Division Director, the position supervises staff in the development and submission of the city budget; develops budgeting methods, procedures and controls; prepares, interprets and implements city budget instructions; directs drafting of legislation to enact annual and supplemental appropriation ordinances; prepares other fiscal legislation as necessary; represents the Controller at Board of Supervisors and Finance Committee meetings as well as interpreting and explaining city fiscal policies; responsible for developing and coordinating citywide budgets with departments; supervises citywide budget process, cost and legislative analyses; and prepares fiscal analyses and budgetary reports including for example: monthly budgetary variance reports, The Quarterly Financial Reports, The 5-Year Projection report and Fiscal Year End reporting.

Key responsibilities include:

• Forecast, develop, produce, monitor and report on the City’s expenditure budgets, with a primary focus on the General Fund, but not excluding enterprise, special revenue and other funds. At year end, explain variances in expenditures from budget to external auditors.

• Implement legislative and policy decisions, including labor agreements and fringe benefit rates affecting approximately 50% of the City’s $11 billion budget, in the City’s budget and financial systems, and ensure compliance with all requirements.

• Plan, assign, train and effectively supervise the work of staff engaged in preparing the budget, processing supplemental appropriations, and drafting legislation, which will become the Annual Appropriation Ordinance.

• Develop and assist departments to implement efficient and effective budgeting methods, procedures and controls based on policies approved by the Controller.

• Prepare budget instructions, in coordination with the Mayor’s Budget Office, for preparation of the city’s annual budget.

• Advise departments on installation and modification of manual and automated budget procedures; provide training in budget planning and submission.

• Identify, develop, evaluate and implement enhancements to the budgeting system.

• Manage inputs to the budgeting system, including updates of data elements (e.g., wage rates, fringe benefits).

• Represent the Controller at Board of Supervisors and Finance Committee meetings. Work directly with Board of Supervisors, the Board’s Budget Analyst, and aides to accurately estimate the costs of policy choices and reflect them in the budget system and ordinances.

• Balance each phase of the budget and advise the Division Director, Deputy Controller and Controller on citywide budget issues.

• Partners and collaborates with the City’s Budget and Analysis Director and team, that work with all City departments, along with all City Departmental CFOs, as needed on system and business process issues;

• Continuously manages resource capacity given business partner priorities, ongoing production support needs, and new project demands;

• Creates project work plans and schedules with limited guidance;

• Collaborates with the SF Financials System Director, SF Procurement System Director, and SF People & Pay System Director to support cross-module consistency and dependencies;

• Operates as the key point person for citywide financial innovation and adoption, messaging, and marketing of SF Budget System solutions;

• Identifies system and business process best practices and drives standardized fluency and knowledge across all City departments;

• Serves as a budget expert in meetings with internal management, other City financial leaders, contractors, and other stakeholder groups and will work collaboratively with other managers on legislative changes to improve system processes and policies;

• Communicates with Controller’s Office Sr. Management, the Systems Steering Committee, Advisory Boards, Commissions, Departmental CFOs, Stakeholders and the Public as needed;

• Responds to public information requests and provides reports as requested.

• Develops staffing plans, hires and manages staff, and evaluates performance of staff;

• Performs other duties as assigned.

The 1043 Quality Assurance Engineer for Digital Services will own the systems and processes necessary to ensure accessibility, reliability, and consistency for users of SF.gov and other City services. As the technical authority on quality assurance you will work closely with designers, developers, researchers, and product managers to collect and analyze data, continuously improve software testing practices, and incorporate user research techniques such as A/B testing into our platforms.

You will engage with stakeholders to understand where there is greatest need and opportunity, and you will own the overall product roadmap for improving reliability and quality of City’s digital products and services. You will get into the detail and complexity of specific digital products or services, but be able to switch into the high-level view as needed, to make sure the overall implementation are repeatable and scalable.

Essential Functions

• Ensure that our web infrastructure is stable with little downtime

• Work with/on product teams to determine common failure modes during the design phase and determine reasonable degraded states

• Work with/on product teams and stakeholders to determine achievable SLAs and determine metrics which can alert when those SLAs are not met.

• Decrease manual QA and increase identification of problems before they are publicly released

• Create and integrate rigorous and frequent accessibility tests

• Build monitoring tools to alert us quickly and automatically of problems and teach the team to use them properly.

• Test on a variety of devices, browsers, and operating systems to allow for a more equitable experience for users who might not have the latest technology

• Work with product teams early in the development process to help design systems for testability and streamlined monitoring.
