Position Title: Senior Water Utility Engineer
Work Location: Riyadh, KSA
Reports to: Construction Director
Responsibilities:
• Design Review and Approval: Review and approve comprehensive designs and shop drawings for
water utility systems, including pump rooms, high-capacity tanks, potable water, irrigation, firefighting,
and sewage networks. Evaluate hydrological studies for stormwater management in natural wadis and
Sustainable Urban Drainage Systems (SUDS) to ensure effective and sustainable implementation.
Oversee mechanical and SCADA system integrations, as well as mechanical systems for large water
features and fountains—ensuring circulation, filtration, chemical dosing, and control systems align with
project specifications, regulatory standards, and sustainability objectives.
• Site Supervision and Project Management: Supervise the installation and testing of water utility
systems, including pipelines, pumping stations, and treatment facilities. Manage all water utility-related
activities during the construction phase to ensure timely completion, adherence to budget, and
compliance with quality standards.
• Coordination with Other Disciplines: Collaborate with other engineering disciplines, such as civil,
mechanical, and electrical engineers, to ensure the seamless integration of water utility systems with the
broader infrastructure project.
• Quality Control and Compliance: Implement rigorous quality control measures to ensure the reliability,
efficiency, and durability of water utility systems. Ensure all installations meet or exceed local standards
and regulations, particularly concerning water quality and environmental impact.
• Technical Issue Resolution: Address and resolve any technical issues related to water utility systems
that arise during construction, coordinating with design teams and contractors to implement effective
solutions.
• Client Liaison and Stakeholder Management: Serve as the primary point of contact for all water utility-
related matters, providing clear communication with the client, addressing queries, and ensuring that
client requirements are fully met.
• Documentation and Reporting: Maintain detailed records of all water utility-related activities, including
progress reports, QA/QC documentation, and compliance certifications. Ensure that all necessary
documentation is complete and ready for project closeout and handover.
• Meetings: Attend and participate in meetings of the project as required or requested, providing necessary
inputs to satisfy the objectives of the project, Client, or any other stakeholders.
Competency Requirements:
• Proven experience as a Senior Water Utility Engineer in large-scale infrastructure projects, particularly
within the context of international PMC contracts.
• Extensive hands-on experience in water utility system design, installation supervision, and quality control
processes.
• Strong understanding of water distribution, sewage, and stormwater management systems and their
integration into complex infrastructure projects.
• In-depth knowledge of local water management regulations and standards applicable to the project,
ensuring compliance and best practices.
• Proficiency in relevant engineering software and project management tools, with a systematic approach
to managing water utility projects.
Minimum Requirements:
Education:
For BSc Holders: Bachelor’s degree in Mechanical, Civil, Environmental, or Water Resources Engineering from a recognized university, with over 15 years of relevant experience.
For MSc Holders: Master’s degree in Mechanical, Civil, Environmental, or Water Resources Engineering from a recognized university with over 12 years of relevant experience.
Professional Membership: Membership in a recognized chartered institution (e.g., CIWEM, ICE, or equivalent).
Professional Experience: A minimum of 12-15 years of experience in water utility engineering, depending on educational background, with at least 5 years in a managerial role.
Certifications:
• Registered as an Engineer with the Saudi Council of Engineers (SCE).
Language Skills:
• Proficiency in English is mandatory; Arabic is an advantage.
Other Skills:
• Excellent communication skills (listening, verbal & written) to effectively interact with all project
stakeholders.
• Strong analytical and problem-solving skills to ensure the successful implementation of water utility
systems.
• Detail-oriented with a commitment to maintaining the highest quality standards in all aspects of water
utility work.
