Job Description
YRCI is seeking a full-time Staffing Specialist, Lead to support our Human Resources Remote Operations Center (HRROC™), located in Reston, VA. YRCI's HRROC™ is a Shared Service Center that supports multiple Federal agencies and offers a friendly, collaborative team environment with access to training from industry experts! Although the YRCI home office is located in Reston, VA, this position is fully remote.

The Staffing Specialist, Team Lead serves as the operational lead, reporting directly to the Supervisor. This position is responsible for the day-to-day management of staffing activities across all areas, overseeing weekly workload assignment and distribution, monitoring action progress and timelines, and ensuring consistent service delivery across the contract. The Team Lead also serves as the primary escalation point between the area Senior Staffing Specialists and the Supervisor, and plays a central role in cross-area workload balancing and intake tracking.

Key Responsibilities

Oversee the daily operational activities of the Area teams and their assigned Senior Staffing Specialists, Staffing Specialists, Associate Staffing Specialist, and HR Assistants.
Review and assign incoming intake actions each week, distributing workload across area teams in a balanced and efficient manner.
Monitor action progress against established timelines and escalate at-risk actions to the Supervisor as needed.
Maintain and update the contract’s weekly intake tracking spreadsheet in coordination with area Senior Staffing Specialists, Specialists and Staffing Specialist Associates.
Serve as the primary escalation point for staffing issues arising within area teams, resolving issues before elevation to the Supervisor where possible.
Facilitate cross-area workload support during surge periods, directing Staffing Specialists and Staffing Specialist Associates from lower-volume areas to assist higher-volume areas as needed.
Attend client meetings, perform strategic staffing consultations, and support hiring manager engagement as directed by the Supervisor.
Perform the full range of complex Delegated Examining (DE) and Merit Promotion (MP) staffing duties, including job analysis, assessment questionnaire development, qualifications adjudication, veterans’ preference review, and certificate issuance if the need arises to support urgent client requests.
Coach, mentor, and train team members at all levels, supporting professional development and quality improvement across the contract.
Support the Quality Control and Quality Assurance (QC/QA) function by coordinating with the QC/QA Sr. Staffing Specialist on file review findings and corrective actions.
Maintain accurate case files and develop desk references or job aids to document processes and support team consistency.
Utilize multiple automated staffing and tracking systems as required.
Approve timesheets and leave requests, ensuring proper coverage for the team in consultation with the Project Supervisor.
Provide performance feedback and oversight of team members as directed by the Supervisor.
Job Requirements
Active Office of Personnel Management (OPM) DE certification is highly preferred.
As a condition of employment, you must be able to obtain and maintain an active DE Unit (DEU) certification.
Qualified Staffing Specialists will have a minimum of seven (7) years of operational staffing experience completing job analyses in coordination with hiring managers, developing assessment strategies, posting job announcements on USAJobs, performing qualifications adjudications, and issuing selection certificates using USA Staffing for complex Federal positions.
Must have experience with scientific and professional positions; experience with research positions is highly desired.
Recent experience working in a DEU environment is required.
Demonstrated experience in a lead, supervisory, or senior oversight capacity managing staffing teams or multi-action workloads.
This position requires start to finish operational duties in a fast-paced environment; ability to handle high priority and a high volume of assignments in a production-based environment.
Apply and interpret Federal HR laws, policies, and agency specific operating procedures.
Attention to detail, data quality and data integrity.
Must have excellent writing skills.
Must be proficient in the use of Microsoft (MS) Office Suite (Word, Excel, and PowerPoint).
Bachelor’s Degree preferred.
Must be able to obtain and maintain the government required security check.
Must be a U.S. Citizen.
