About the Branch
The Corporate Branch is responsible for delivering enabling services that support the effective and efficient operation of the agency and facilitates the agency’s compliance with legislation, policies, and guidelines as a non-corporate Commonwealth entity.
The branch complements the scheme-focus of other agency divisions by facilitating stakeholder engagement and communications. In addition, the branch supports efficient resource management and corporate accountability through functions such as financial management, performance reporting, parliamentary services, procurement, security, property management and human resource management.
About the Section
The Stakeholder Engagement section was established following a recent restructure of the communications function to strengthen the agency’s external-facing capabilities and deepen stakeholder insight and impact. The section comprises four integrated teams:

The position exercises overarching authority and responsibility across the four teams, providing leadership, direction, setting priorities and ensuring alignment of all engagement, media, events and public enquiries.
As the agency’s primary front door for external enquiries and engagements, the section models a professional, informed and service oriented approach. It works collaboratively and with a solutions mindset to address complex issues, provide clear guidance and create positive stakeholder experiences.
Partnering closely with the Communications section and the broader agency, the Stakeholder Engagement section designs and delivers informed, thoughtful, strategic and contemporary engagement opportunities.
Our focus is on high quality interactions and measurable outcomes that support the achievement of agency priorities and strengthen trust with our stakeholders.
The section oversees engagements that inform stakeholders about current programs with the potential future possibility of creating meaningful two-way dialogue. It establishes a whole of section intelligence capability to systematically collect, analyse and share insights from all teams, building a clear view of the external landscape that influences the agency’s work. Using this evidence, it adds value by providing strategic direction, evidence based advice on opportunities, risks and stakeholder impacts.
The role leads a diverse, multidisciplinary section to ensure work is coordinated, integrated and of high quality. The leader of this section will foster inclusion, psychological safety and continuous capability development through coaching and feedback. The role will also bring practical fluency in the section’s delivery disciplines and tools to build credibility, lift performance and deliver consistent, stakeholder centred results.
Role Responsibilities and Duties
The Executive Level 2 Stakeholder Engagement Manager duties include, but are not limited to:
Lead a diverse, multidisciplinary section and set clear standards, ways of working and service expectations that enable coordinated, integrated delivery across all functions.
Establish and maintain a whole of section intelligence hub, events and stakeholder governance framework and an overarching stakeholder engagement strategy that provides visibility, alignment and consistency of engagement activity; share stakeholder intelligence and insights to inform planning, communications and decision making.
Provide authoritative, timely advice to senior executive staff and senior leaders on stakeholder risks, opportunities and priorities; exercise sound judgement on complex issues and take accountability for outcomes.
Design, deliver and evaluate engagements that inform stakeholders about current programs and enable dialogue, across communication channels, including public enquiries, external communications (responsive/proactive media), industry, program and agency focused forums.
Implement evidence based practices through systematic monitoring and evaluation of stakeholder engagement; produce clear reports on effectiveness, impact and lessons learned to drive continuous improvement.
Ensure interactions are responsive, accurate and respectful; oversee issue and risk management, accessibility and quality assurance for all engagements and touchpoints to ensure positive stakeholder experience/service.
Approve and oversee contemporary engagement activities, plans and calendars to maintain alignment and consistency across business areas ensuring they are coordinated to account for logistics and dependencies.
Maintain current knowledge of the internal and external environment (including relevant policy priorities) and use it to inform advice and guidance on stakeholder engagement and handling.
Build team capability, grounded in practical understanding of the section’s delivery disciplines, channels and tools, to lift consistency and quality.
Manage workforce planning and operations (priorities, resourcing, recruitment, performance, development, leave and workload management) and oversee section reporting, budgeting and forecasting.
Knowledge, Skills and Attributes
Our ideal candidate will have:
A proven track record in leading and managing a multi-disciplinary section to deliver results in a dynamic environment
High emotional intelligence and excellent people skills, including the ability to build and nurture productive working relationships in a complex environment
Effective time management and coordination skills to manage multiple work streams and changing priorities
The ability to think creatively and take an innovative approach to resolving complex issues and identify opportunities for continuous improvement to achieve quality outcomes
Excellent written communication skills and strong attention to detail, complemented by sound judgement and the ability to build organisational capability.
Experience in First Nations Engagement will be highly regarded.
Experience in, or an understanding of, carbon and electricity markets in Australia will be highly advantageous.
Tertiary qualifications in public relations, communications, media management, customer experience or stakeholder engagement, is preferred.
