A leading NGO working in the education space is on the lookout to hire someone to lead a programme having a vision to improve learning outcomes for students in government schools in India. It has set audacious goals of addressing education and equity issues for 20 Million children by 2025.
they currently have programmes running in Odisha, Chhattisgarh, West Bengal and Telangana. It uses powerful models and high-quality resources to transform Teaching, Learning, School Management, Enrolment and Gender Parity. These are implemented in partnership with State governments and NGOs.
State Lead has overall responsibility for identifying partnerships and opportunities with government, donors and not-for-profit organisations for replicating our programmes in the States of India.
State Lead will be responsible for the development of the programme portfolio, building Transform’s profile at regional and State(s) levels, for high-quality programme implementation and advocating on issues related to education.

Roles and responsibilities:
1. Partnerships and Programme Development
To pursue new and manage existing partnerships - governments and donors, effectivelyLead the review, revision and finalisation of the Transform resources for the programmes in line with organisational standards and State(s) government’s recommendations.Finalise capacity building design and resources for training key stakeholders to implement Transform models in government schools.Support State(s) government in collaboration with the ‘Deputy Director- Quality Assurance and Impact’ to develop programme monitoring framework, indicators, formats and protocols for tracking and reporting on Transform Programmes.Lead planning and delivery of dissemination events in the State(s) and region to share lessons learnt and encourage replicationBuilding collaborative relationships, garnering financial and programmatic support in the State for State’s focus with CMs office, line departments, funders and CSOs.
2. Programme Implementation, financial management and quality
Lead the planning, implementation and tracking of Programmes in the States.
Identity, manage and support consultants for programme implementation as per
agreed terms of reference.
Plan and ensure timely support to the State(s) government in distributing all teaching and learning resources for training and school-level implementation.Lead planning and delivery of capacity building for government officials, Master Trainers, Head Teachers, teachers and other stakeholders to deliver Transform ProgrammesReview, analyse and lead a reflection on programme progress through data Management Information Systems and update ADP to plan action and advocacy initiativesPlan, track and report on budget utilisation to ADP as per monthly and quarterly milestones; review planned activities and actual expenditureEnsure that partners (such as technical agencies and State(s) education departments) submit programme and financial documents as per agreement.
3. Programme monitoring, quality assurance and reporting
Agree on programme monitoring and outcome framework with State(s) government to assess the quality of implementation and programme impactUndertake regular school visits to schools to support and monitor the quality of implementation and use insights to improve the quality of government implementation.Document activities, events, case studies and meetingsShare progress (programmatic and financial) and critical quality concerns withADP on a monthly and quarterly basisShare monthly reports to the State(s) government, on the progress including data on syllabus completion, pre-post assessments, student participation, observation reports on teaching practices and the status of teaching–learning facilities.Ensure timely and high-quality documentation and reporting by consultantsRespond to data requests from the evaluation agency.
4. Key Relationships
Liaise with the State(s) and District education departments, partner schools and academic institutions.Work closely with the team as part of a mutually supportive team to ensure high-quality and on-time implementation of the projectMaintain regular contact and dialogue with consultants, subject experts and partners to coordinate all programme activities.
