.ABOUT THE BRANCH

The Parliamentary Business Resources (PBR) Framework Branch in Ministerial and Parliamentary Services Division (MaPS), within Finance, provides advice and support services on a range of matters pertaining to Parliamentarians’ work expenses in accordance with federal legislation.

The PBR Branch consists of four teams:

Capital Works and Security
PBR Policy and Assurance
Property and State Office Support
PBR Governance

ABOUT THE OPPORTUNITY

As a State Manager in the Property and State Office Support Team, you will lead a team responsible for the effective delivery of workplace support across Commonwealth Parliament Offices and electorate offices. We are seeking motivated people for this role who are keen to strengthen their professional skills while influencing Australian Government decision-making through the delivery of high-quality advice and support to Parliamentarians, office holders and their staff. You will lead provider and stakeholder engagement to ensure services meet agreed standards, manage issues, risks and escalation pathways, support security requirements, and oversee electorate office fit-outs and refurbishments to ensure workplaces remain safe, secure and fit for purpose.

Your duties may include but not limited to:
Lead and shape team delivery to provide high quality services for current and former Parliamentarians and employees engaged under the Members of Parliament (Staff) Act 1984,. Set strategic priorities, allocate resources, establish performance expectations, monitor delivery against service standards, and build team capability through coaching, feedback and workforce planning.
Lead complex programs and critical property projects to deliver business outcomes, including procurement activities and commercial arrangements. Establish delivery plans, governance and reporting, manage budgets and risks, and ensure robust controls across administration, records management, correspondence, meeting processes, invoicing and reconciliation, with clear accountability and audit readiness.
Lead strategic stakeholder engagement with Finance’s property service provider to ensure advice, decisions and actions align with expectations and support consistent national outcomes. Drive performance and service improvements through structured engagement, issue resolution and risk management, and manage escalation pathways to secure timely decisions and agreed outcomes.
Deliver high quality executive and ministerial advice, including briefs, submissions and recommendations that clearly articulate options, implications, risks, stakeholder impacts and implementation considerations. Anticipate sensitivities, coordinate whole of work area input, and ensure advice supports sound decision making and meets governance and assurance requirements.
Manage complex and sensitive stakeholder matters by applying strong judgement and discretion to de-escalate issues, negotiate workable solutions and maintain constructive relationships. Provide clear guidance, ensure confidentiality where required, and model professional standards while supporting staff to handle challenging interactions effectively.
