This position supports the Enterprise Director of Internal Control and Accountability and is primarily responsible for directing the daily operation and management of the Statewide Internal Audit Unit. The incumbent provides leadership and oversight of the enterprise-wide internal audit function by planning, conducting, and evaluating audits and reviews of programs and their inter-related processes using accepted internal audit and internal control standards.

This position will oversee internal financial, operations and compliance audits of the enterprise; direct, manage and evaluate the work of the unit; provide leadership and management of the unit; help agencies protect State assets with appropriate internal controls; recommend improvements in policies, procedures, practices and controls; provide assurance to management that proper controls, reviews, risk management and governance processes are in place; and provide consultative services to the enterprise on sensitive topics adding value within the enterprise.

Additionally, the incumbent will assist the administration through project management, risk management, quality management, supervision, and other duties as assigned.

Job duties include:
• Direct the day-to-day activities of the Statewide Internal Audit Unit, providing agency-wide leadership by planning, conducting, and evaluating complex and sensitive audits; reviewing agency programs and related processes and recommending appropriate, cost-effective improvements to management on issues and operations that present a significant risk to the agency and enterprise.
• Provide expert consultancy services and lead, facilitate, and participate in discussions on key internal controls issues that plan, decide, direct, implement and create policy that impacts internal controls over a wide variety of program areas. Sponsor projects as necessary that lead to improved internal controls and enhance security of State financial transactions, assets, and protected data.
• Manage and direct Statewide Internal Audit Unit staff so that team members can successfully contribute to the advancement of the internal audit function throughout the executive branch.
• Coordinate with a multi-agency advisory audit committee to identify audit or review objectives and scope, and coordinate audit work plans; provide expert consultation; strategize; and lead implementation of statewide compliance activities identified by the audit advisory committee.

Minimum Qualifications
• One (1) year of experience in supervising or leading internal audit staff in planning, administering, and directing financial, compliance, and program audits.

AND
• Five (5) years of experience of technical requirements including:
• Generally Accepted Accounting Principles (GAAP), including pronouncements of the Government Accounting Standards Board (GASB)
• Generally Accepted Auditing Standards (GAAS) and Government Auditing Standards (GAS)
• Code of Ethics and the International Standards for the Professional Practice of Internal Auditing of the Institute of Internal Auditors (IIA)
• Internal Control Framework (COSO)
• Experience overseeing and directing highly sensitive and discreet investigations of alleged improprieties involving at times complicated schemes to defraud complex and highly regulated programs administered by the State.

The Following Minimum Qualifications Will Be Assessed At Interview.
• Strategic planning, including department or agency goals and objectives.
• Human resource policies, procedures, and labor contracts
• State government budget processes and requirements and group facilitation experience

Preferred Qualifications
• Bachelor’s or master’s degree in accounting, business administration, or related field.
• Current certification as a Certified Internal auditor (CIA), Certified Public Accountant (CPA), Certified Information Systems Auditor (CISA), Certified Fraud Examiner (CFE), and/or Certified Government Auditing Professional (CGAP).
• Teaching or training experience.
