The City’s Traffic Agents program is a congestion management strategy that places Traffic Agents, employed by the City, at key intersections during the morning and afternoon peak traffic periods. The role of traffic agents is to actively manage the movement of people who drive, bike and walk through key Toronto intersections – which reduces delays and improves safety.

We are seeking an experienced and dynamic leader to join our team as a Supervisor, Traffic Agent Program. As a key member of our team, you will provide supervision and motivation to the day-to-day operations of a team of Traffic Agents (Special Constables) that are engaged in critical traffic control and congestion management for the City of Toronto Transportation Services Division. As Supervisor, you will ensure a high standard of work quality, organizational performance, and customer satisfaction.

Major Responsibilities:
Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary.
Leads staff by imparting a strong customer focus to service delivery, and ensuring a responsive approach to meeting client needs and expectations.
Implements detailed plans and recommends policies/procedures regarding program specific requirements.
Assists in the recruitment and training of new Traffic Agents (Special Constables)
Assists Program Manager in various projects (i.e program development and RFPs)
Develops, coordinates, delivers and evaluates training plan, training material and documentation for use by staff
Analyzes, develops, implements, monitors and adjusts business practices and systems in accordance with sound engineering/planning, and the tenets of sound public administration.
Ensures equitable and safe use of the Right of Way and compliance with the regulations.
Assists with preparation of comprehensive correspondence, reports to City Council and Standing Committees on policies, procedures and complex issues related to congestion management and the public Right of Way.
Negotiates, mediates and facilitates resolution to issues related to, traffic management, traffic control, and congestion management raised by councillors, and individuals.
Advances the interest of the City with respect to congestion management, with a view to optimizing return and developing long term sustainable relationships given the prevailing economic, social, and cultural imperatives.
Ensures municipal interests and public safety are achieved through the administration and regulation of congestion management activities within public Rights of Way.
Co-ordinates with Police, Fire, Ambulance, T.T.C. and other agencies to minimize inconvenience to public arising from disruption caused by events including construction, street events, etc.
Represents Transportation Services at Community Council meetings, public meetings, Court and Tribunals Responds to emergencies and initiates immediate action to remedy emergency conditions (i.e. falling glass from buildings, fallen scaffolding on roadways, flying debris, etc.).
Assists Program Manager with developing and implementing investigation plans including, background research and tracking of statistics. Provides a summary-in- brief with the outcome and forwards recommendations.
Represents Transportation Services at various meetings with the public, elected officials, other divisions and other government officials.
Supports the tasks in ordering and delivering the appropriate uniform and equipment for Traffic Agents, while ensuring proper wear of uniform, personal protective equipment (PPE) and other required equipment.
Ensures fleet vehicles are regularly maintained and fleet vehicle policies and procedures are followed by City staff.
Coordinates with other internal and external agencies to implement innovative traffic management strategies.
Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.


Special Constable Status:
All supervisors must be able to obtain and maintain Special Constable Status in accordance with the Community Safety & Policing Act and with any established agreements throughout their employment as a Supervisor, Traffic Agent Program.
All candidates must be at least 18 years old, a Canadian citizen or permanent resident of Canada, and of good character.
All candidates must provide proof that they meet the educational requirements outlined in the Community Safety & Policing Act +2 (g).
Must be able to pass a background investigation to obtain Special Constable Status.
Successful candidates are required to complete and pass Special Constable Training and Ontario Police College testing and all other mandatory training and assessments to be considered for this position in accordance with the Community Safety & Policing Act and established agreements with the Toronto Police Services Board and all City of Toronto policies and procedures, and be appointed as a Special Constable by the Toronto Police Services Board.
Successful candidates will need to comply with all requirements of the Community Safety & Policing Act, Memorandum of Understanding between the City of Toronto & Toronto Police Services Board, and Traffic Agent Code of Conduct.


Key Qualifications:
Considerable experience in planning, supervising and directing the work of other staff (e.g. leading, motivating, training, monitoring and evaluating performance) in a complex work environment.
Experience in a leadership role in a customer service function working closely with staff, stakeholder or councillors.
Experience applying and interpreting related legislation and technical documents including the Highway Traffic Act, traffic related by-laws and code, and the Ontario Traffic Manual.
Must possess and be able to maintain a current valid Ontario Class "G" Driver's License, the ability to obtain City driver's permit and the ability to report to various work sites.
Must have a personal vehicle for business use.
Knowledge of, legislation, codes, and by-laws including: Occupational Health & Safety Act and applicable regulations, Municipal By-Law Enforcement Act, the Provincial Offences Act and Provincial Court operations, Collective Agreements and related Labour Legislation, Human Rights Code, etc.
Superior judgement and decision making is exercised in planning, coordinating and controlling day-to-day operations requiring traffic control and congestion management.
Advanced relationship building skills as well as tact, diplomacy and political acuity to provide a high-level of public services to the public, as well as work with colleagues, City staff, internal and external clients/stakeholders (i.e. Toronto Police Services, Fire, Ambulance, TTC to minimize public disruption.
Ability to handle day to day personnel and labour relations issues.
Planning, coordinating, and organizing skills to deal with conflicting priorities and work demands, prepare and implement procedures, policies and business practices to increase operational efficiency and effectiveness.
Written communication and organizational skills coupled with the ability to use computer applications (e.g. Microsoft Word, Excel, databases) to provide clear, timely and detailed documentation, correspondence, and reports for City Council Committees.
Oral communication skills and a commitment to delivering effective Toronto Public Services with the highest ethical and professional standards, while modelling citizen- focused service and the public interest.
Effective decision making that promotes and fosters teamwork with the ability to manage change effectively within the mission and priorities of the division.
Strong financial management skills in monitoring and maintaining expenditures within approved budget limitations.
Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity, and respectful workplaces.
Knowledge of SAP, TMMS and RACS systems or other municipal maintenance management or budget systems will be an asset.
