Position Description – Team Leader Financial Services

Purpose
The Team Leader Financial Services role is accountable to the Unit Manager Statutory
Finance within Corporate Services. The primary objective of the role is leading the Accounts
Payable, Payroll and Rating Services functions to a high standard while providing ongoing
support to all other business units within the organisation. The role is responsible
for supervising and managing the performance of the assigned team in the delivery of a
range of financial operations functions, financial related systems administration and other
financial process and system improvements. As a leader of the organisation, you will have
the customer, community and safety at the forefront of all you do, to provide the highest
level of service both externally and internally.
Key Deliverables
Manage and coordinate the Payroll, Accounts Payable and Rating Services functions,
including leadership, supervision and productivity of the work area employees.
Lead the strategic consideration of systems fit-for-purpose including implementing
new systems and identifying and implementing enhancements to existing systems
Manage council’s Payroll System
o ensuring system functionality and data integrity is maintained to the highest
standard.
o identifying, scoping and implementing ongoing enhancements of the system
o ensuring plans are developed and executed, in collaboration with Unit Manager
Statutory Finance and assigned project team, for any systems changes.
o Needs identification and the subsequent development of effective policies and
procedures, and associated communication and training, in collaboration with
the appropriate internal resources.
Oversee the development, documentation, implementation and review of plans,
budgets, work practices and procedures, for the work area functions, in consultation
with the Unit Manager Statutory Finance.
Develop and maintain effective relationships with internal and external stakeholders
and provide advice on complex payroll matters as required.
Ensure the provision of high quality, timely and accurate financial reporting to unit,
senior and executive management, and external bodies in accordance with relevant
statutory requirements.
Oversee the declaration and collection of annual rates and the annual updating of
Councils Rating Policy.
Contribute to the management of operational risk and implement risk management
processes within the business unit.
Identify and coordinate continuous service improvement opportunities to meet and
exceed business goals.

Essential criteria
Advanced communication skills both written and verbal.
Tertiary qualification in Business, Commerce, Accounting, Economics or equivalent.
Extensive experience in the management and delivery of a range
of centralised finance functions and services
Demonstrated experience of effective management of a Finance team including the
ability to delegate and provide clear direction in response to changing priorities.
Sound experience in managing financial systems, implementing enhancements and
business efficiencies.
Proven high level communication skills, including demonstrated ability to negotiate,
consult and provide high level advice to stakeholders.
Ability to prepare and present clear and concise information and reports within
tight timeframes.
Detailed knowledge of relevant financial and accounting standards and governance.
Advanced digital literacy skills and proficiency using Microsoft Excel and Word.
Sound knowledge of Local Government Act, Superannuation, Workers
Compensation, Taxation and other legislation relative to a payroll function.
Sound knowledge of fortnightly, monthly and end of year
administration, reconciliation and reporting of payroll related accounting functions
Ability to develop applicable strategies that influence and guide the development and
continual improvement of financial systems, financial management,
financial compliance and financial operations.
Demonstrated ability to work under broad direction and collaboratively as part of a
team in planning, implementing, evaluating, and managing competing priorities to
achieve required objectives.
Sound critical thinking capability and capacity to analyse and interrogate data and
information to resolve problems and provide appropriate solutions.

Remain familiar with, and actively drive compliance with, all Work, Health, and Safety
(WHS) legislation and regulations, Code of Practice for Self-Insurers and City of
Marion Policies and Procedures.
