Information Management Technology (IMT) Technical Project Management Services provides oversight and coordination for IMT initiatives to ensure projects are delivered according to specified scope, deliverables, budget and schedule. The IMT Technical Project Management function utilizes project management methodology and governance tools to manage resources and stakeholder engagement, ensuring effective project delivery and the achievement of key business objectives.

Role Responsibilities

Reporting to the Program Manager in the Technology Service Operations Division, the Technical Project Manager is the subject matter expert in information technology (IT) and is responsible for leading a team in the development, implementation and execution of information technology projects, and is responsible for a complex specialized area within IT.

The Technical Project Manager oversees complex multi-year corporate projects involving cross-government stakeholders with impacts to interdependent service lines. This position leads project teams, staff and stakeholders to deliver project outcomes aligned with IMT strategic vision, priorities, and goals.

This position is expected to solve technical, business, project and process problems. The position may call upon project resources, stakeholders, business sponsors and any other resources to provide background information and input into the problem. The position will use best practices for establishing alternatives for a solution, evaluation criteria and weighting system for comparing the solutions to recommend an optimal solution to the Steering Committee and project sponsors.

Qualifications
Required:

University degree in a related field such as Computer Science, Information Technology.
Four (4) years of directly related experience in IT Project management/coordination.
Broad experience managing projects involving technical transforamtions/upgrads and software modernization.
Supervisory/leadership experience leading IT professionals in department wide or cross ministry project work or leading complex specialized area within IT.
In-depth knowledge of computer science concepts and methodologies (software, infrastructure, programming, network and mainframe products, and systems management).


Equivalencies:
Equivalencies are considered:

A related two-year diploma in related discipline from a recognized post-secondary institution and six (6) years related experience; or
A related one-year certificate from a recognized post-secondary institution and seven (7) years related experience.

Assets:

Certified Project Management Professional (PMP).
Experience in project management methodologies, planning tools, and industry best practices, with a proven track record of leading both classic Waterfall and Agile projects. Demonstrated ability to effectively communicate and report project status across multiple levels of management.
Experience in developing and executing organizational change management strategies, with a strong track record of driving sustainable customer adoption through effective communication, testing, and training initiatives as part of continuous improvement effort.
Extensive experience in procurement, vendor management, and supply chain processes.
Strong understanding of occupational health and safety legislation, policies, and compliance controls.
Experience in budgeting, cost management, and accounting processes, with demonstrated ability to track actuals and forecasts against overall project budgets using established methods and tools.
Experience in quality assurance and quality control methodologies.
Adept in identifying, managing, and mitigating project risks, with a strong focus on clear communication and timely resolution to ensure successful project outcomes..
Comprehensive technical knowledge of IT systems, including databases, networking, domain administration, security, Exchange, servers, and infrastructure hardware. Proven experience leading projects in these areas, ensuring informed decision-making and effective project execution.
Demonstrated experience in stakeholder engagement and managing vendor relationships, with a strong focus on fostering customer ownership and participation in projects, a critical element in driving organizational change.
Experience in negotiation and conflict resolution.
