Job Purpose
The Tender & Proposal Engineer will be responsible for end-to-end tendering and proposal preparation, including technical, commercial, and cost estimation activities, ensuring submission of competitive, compliant, and high-quality bids in line with client requirements and company strategy.
Key Responsibilities
1. Tender & Bid Management
Manage end-to-end tendering process from tender identification to submission
Study RFQ/RFP/EOI/NIT documents and identify technical & commercial
requirements
Prepare bid timelines, compliance matrices, and submission checklists
Ensure on-time submission of complete and accurate proposals
2. Technical Proposal Preparation
Prepare technical proposals for water & wastewater projects (WTP, STP, ETP, RO, etc.)
Develop process descriptions, technical write-ups, design basis, flow diagrams, and
P&IDs
Coordinate with design, process, and engineering teams for technical inputs
Ensure compliance with tender specifications, standards, and client requirements
3. Cost Estimation & BOQ
Prepare cost estimates, BOQs, and pricing summaries
Coordinate with vendors, subcontractors, and procurement teams for quotations
Perform cost comparison, optimization, and value engineering
Support preparation of commercial offers and price schedules
4. Commercial & Contractual Review
Review commercial terms, payment conditions, LDs, warranties, and risk clauses
Identify risks and deviations and prepare technical/commercial deviation statements
Support negotiation strategy and internal bid approvals
5. Interdepartmental Coordination
Coordinate with engineering, procurement, construction, finance, legal, and BD
teams
Interface with clients, consultants, and partners for pre-bid clarifications
Participate in pre-bid meetings and technical discussions
6. Vendor & Partner Management
Identify and liaise with vendors, OEMs, and subcontractors
Evaluate technical bids and vendor compliance
Support formation of JV / consortium proposals where applicable
7. Documentation & Compliance
Prepare compliance statements, bid forms, declarations, and supporting documents
Ensure adherence to internal quality systems and MNC bid governance
Maintain tender database, cost records, and proposal archives
8. Post-Bid Support
Support clarifications, presentations, and negotiations after bid submission
Assist in handover of awarded projects to execution teams
Participate in bid evaluation feedback and lessons-learned reviews
Required Qualifications
Bachelors Degree in Civil / Mechanical / Environmental / Chemical Engineering
MBA / PG in Project Management / Finance Preferred
Experience
2-3 years of experience in tendering & proposal engineering
Experience in water & wastewater EPC projects and MNC environment preferred
