Full job description

A10 Networks is looking for a highly skilled and detail-driven Trade Compliance Manager to lead and manage all aspects of global trade compliance from our San Jose headquarters. This onsite role is critical in supporting our growth in advanced product networking, AI-enabled solutions, and security technologies such as IPsec. The ideal candidate will bring expertise in export licensing, tariff subject matter, encryption classification, and regulatory strategy.

Key Responsibilities

Licensing & Encryption Control

Lead U.S. export licensing activities under the Export Administration Regulations (EAR), U.S. Bureau of Industry and Security (BIS), Encryption (ENC) submissions, and Commodity Classification Automated Tracking System (CCATS) filings

Manage classification and regulatory treatment of encryption technologies (e.g., IPsec, TLS, SSH) used in hardware, software, and cloud services

Oversee internal Technology Control Plans and ensure access restrictions for controlled technologies

Monitor license usage, renewal timelines, and compliance with license conditions, especially for products with strong cryptographic capabilities

IPsec & Security Technology Compliance

Act as the subject matter expert for compliance aspects of IPsec-enabled products, GPU, VPN gateways, and secure tunneling technologies

Classify and document cryptographic functionality per Category 5 Part 2 of the EAR

Evaluate commercial, government, and export-controlled use cases for IPsec, including restrictions on use in embargoed regions and by prohibited end-users

Partner with engineering and product management to proactively assess compliance obligations during development and deployment of products and secure networking features

AI Compliance & Emerging Technology

Lead the compliance strategy for AI and ML components integrated into networking hardware and software.

Track emerging AI-related export controls (e.g., compute power thresholds, inference engine sensitivity, surveillance use cases).

Advise on regulatory risk tied to AI capabilities such as anomaly detection, behavioral analytics, or DPI (deep packet inspection).

Classification & Screening

Determine and validate ECCNs and HTS codes for physical and digital products

Manage country of origin determinations and technical documentation to support classification

Oversee restricted party screening and end-use/end-user verification across global transactions

Global Trade Operations

Ensure timely AES filings, accurate commercial documentation, and compliance with import/export recordkeeping

Support internal/external audits, government inquiries (BIS, CBP, DDTC), and voluntary disclosures as necessary

Compliance Program Leadership

Maintain and continuously improve the company’s export compliance program, policies, and procedures

Deliver regular training and awareness campaigns on export licensing, encryption rules, IPsec, and AI-related compliance

Actively engage in discussions with engineering and product teams so as to ascertain licensing requirements and establish protocols and procedures necessary to comply with them

Lead cross-functional compliance initiatives with Legal, Engineering, Sales, and Supply Chain teams

Qualifications

Bachelor’s degree required (International Business, Computer Engineering, Law, or related field preferred)

8 years of experience in Trade-Compliance, including encryption and export licensing for high-tech products

Strong knowledge of IPsec protocols, encryption regulations, GPU requirements, and export control classifications (Category 5 Part 2)

Understanding of U.S. export laws (EAR, OFAC) and familiarity with international trade regimes (Wassenaar Arrangement)

Experience managing AI- and encryption-related compliance risks within a tech or networking environment

U.S. Citizenship or Permanent Residency (due to controlled technology access requirements)

Preferred Experience

Prior experience at a networking or cybersecurity companies – such as A10 Networks

Experience with products utilizing IPsec, GPU VPN, DPI, and TLS-based secure communications

Background in managing audits or disclosures

Targeted compensation guideline: $110,000 - $160,000. Compensation will vary based on number of factors, including market demand for specific skills, role type, job level, and individual qualifications. Final salary offers are determined by considerations including, but not limited to, subject matter expertise, demonstrated skill level, relevant experience, geographic location, education, certifications, and training.
