Job Description
An exciting permanent full-time opportunity has arisen in our Engineering Services team for a Transport Engineer.

In this role, you will provide engineering support and advice on transport planning matters for the branch and directorate. You will also uphold and consistently demonstrate the City’s values of Supportive, United, Bold and Impactful.

Your responsibilities will include:

Coordinate the City's strategic transport functions to align with Council Plan objectives including those contained within the Transport, Access and Parking Strategy.
Assist with developing and updating strategies such as bike plans, transport, access and parking strategy and other City policies.
Provide specialist transport planning advice to Planning Services on planning schemes, structure and precinct plans.
Assist the Coordinator Traffic and Development with providing data and input to local and regional traffic, transport, cycling and pedestrian infrastructure improvement projects identified through development proposals.
Identify pedestrian and cycling infrastructure upgrades, coordinate feasibility studies and concept designs.
Undertake traffic, road safety and transport related investigations and undertake comprehensive assessment and provide informed advice to the coordinator.
Review traffic management schemes, signs and pavement line marking designs for roads and intersections modification and provide technical advice.
Undertake crash analysis and investigations and determine suitable design remedial to improve road safety and help funding submissions.
Review LinSig and SIDRA models and modelling reports and liaise with traffic classifiers and speed displays on roads within the City. Analyse and maintain traffic data for future use.
Contribute to the development of yearly capital works program for Traffic, transport and road safety related projects.
Monitor and ensure all projects are completed on time, on budget and to the specified quality in accordance with the relevant City's and other standards.
Prepare contract documents, technical specifications and tender and documentation for professional services for infrastructure investigations and design projects. Manage consultant performance and liaise with WALGA to manage professional services contracts.
Manage unauthorised obstructions and obstruction permit breaches, follow necessary compliance actions, including issuing of infringements.
Provide a high standard of customer service to the city rate payers on various matters including addressing concerns during project planning and execution stages.
Promote active transport in the community, including walking, cycling/e-mobility and improve public transport infrastructure in coordination with relevant stakeholders.
Liaise with external contractors that work within the City to ensure correct processes are being carried out when working on cities roadways and reserves.
To be successful in this role you will have:

Degree in civil engineering or traffic and transport engineering or equivalent. Eligible for membership to the Institute of Engineers of Australia.
Demonstrated knowledge and experience of traffic engineering practices, processes, engineering design, road safety principles and traffic management planning.
Demonstrated knowledge and experience in transport planning including experience in reviewing development and subdivision applications. Traffic Impact Assessments and other structure plan assessments.
Demonstrated skills and experience in feasibility studies, developing concept plans traffic modelling, design and delivery of traffic engineering projects.
Experience in Project Management in Local Government industry or in the similar field.
Highly developed interpersonal, communication and influencing skills and demonstrated conflict resolution skills.
Demonstrated ability to establish, develop and maintain new systems, strategies and procedures.
Advanced computer literacy skills and experience in the effective usage of MS office 365.
Experience and knowledge of the Work Health and Safety Act 2020 and standards relevant to Local Government Industry.
Salary Package:

In line with the City of Subiaco Inside Staff Industrial Agreement 2025, this position is classified as a Level 8. The salary range is $122,200.00 to $130,520.00 per annum pro rata, exclusive of superannuation
